Historical zoning plan
to be made ordinance
There were no murmurs of
dissent in Nevada City Hall Monday night’ whencity councilmen
directed proposed historical
zoning restrictions be drafted
into an ordinance.
Robert West, vice chairman
of the city planning commission,
presented the recommendations.
He said they had been prepared
by the commission, which had
been aided by Councilmen Bob
Paine and Lon Cooper. Paine
and Cooper earlier had been:

Doug Wilson, president of the
Nevada County Amateur Radio
Club, has announced plans for
the local club to participate in
a giant emergency communications drill next weekend.
The drill, called Field Day,
is sponsored by the national
amateur radio organization, The
American Radio Relay League,
and will find U. S. and Canadian
radio amateurs leaving their
homes and retreating to preselected emergency operating
sites.
The local group will start to
set up two complete stations
at Lions Lake at the fairgrounds
Saturday afternoon and expects
to operate them continuously until Sunday evening. All equipment
will be run with power from a
gasoline-driven electric generator, just as it would be should
local power fail in a real emergency.
Senior citizens
file tax claims
More than 25,000 California
Senior Citizens have already
filed claims for property tax
assistance under the recently
enacted Senior Citizens Property Tax Assistance Law.
But, there are undoubtedly
thousands of others who are not
aware that they are eligible or
who have not filed a claim with
us, said Martin Huff, Executive
Officer of the Franchise Tax
Board, ‘which is responsible for
administration of the new law.
To qualify, claimants must be
California residents over 65
years of age, must own their
own home, have paid the property
taxes for the current fiscal year,
and have an income of less than
$3,350,

contacting the nearest office of
the Franchise Tax Board.

Paine said the recommendations were prepared in order to
draft an ordinance with a "minimum delay before further devastation of the city." i
The designated area for the
proposed ordinance begins at the
Plaza, follows the freeway to
Washington Street, where it
turns left to Commercial street.
From this point it is routed up
Broad street to the old Downieville Highway, then down Roger
Williams Ravine to Deer Creek,
and back to the Plaza.
The recommendations forbid
the use of modern building materials in future construction
or remodeling and restoration
in the designated area. These
include metals, glass brick, concrete brick, cinder block, slump
stone, asbestos siding, and materials more common tothe 20th
century.
Permissible building materials listed include native stone,
wood siding, new and used brick,
wrought iron, and materials used
in the 19th century.
Cooper suggested the final
draft should allow restrictive
building materials to be used in
ways they would not show. Mayor
John Rankin expressed the same
thinking.
The proposed ordinance does
not extend its controls beyond
the described area, and does
not reach into the residential
section.
However, Leland Lewis, planning commissioner said "We
feel the time will come when a
group of homeowners will come
to us for protective measures,"
Paine pointed out a series of
successful historic house tours

Control burn

Man accused
of contributing
Jack Ronald Costa, 25, Nevada City, posted $1,050 bail
Sunday after’ being booked into
jail on charges of drunken driving, having an open container in
his possession, and contributing
to the delinquency of a minor.
Sheriff's deputies took him into
custody near Rush Creek Inn
on Highway 49.
Woman blows
whistle on
‘‘gangsters’
Four menrecently appeared to
be shoving a fifth, who was still
alive, into the trunk of a car,
Then they took him for a ride in
the vicinity of Utica, New York.
A woman spotted this "criminal action," reports the National
Automobile Club, hysterically
informed the police of the "kidnapping" leading to possible
murder. This started the hectic
chase after the "suspects", in
which 16 squad cars took part.
Before long, with the odds so
against them, the five men came
to a hault.
It\ did not turn out to be a
planned gang killing. The whole
truth was that all of these wouldbe crooks, including the one in
the trunk, were really auto mechanics. And they blamed the
supposed getaway car for the
mess,
Determination to track down
a strange car noise prompted
the mechanics to put one of their
men in the trunk and take himfor a ride. In this way, he could
pinpoint the trouble.

Many reports were given at
Wednesday's meeting of the auxfliary to "The 49'ers" Post,
VFW, held at the home of Katherine Stuart.
Reports were fnade on the 17th
District convention held in Charmichael, the May 20 luncheon
held at ‘Phyllis Butz' home, the
installation of officers at North
San Juan Firehouse May 26 and
the Buddy Poppy sales May
24-25.
Teresa Biggers, Cecile Wilson, Gerri Treloar, Bessie
Leonard and Phyllis Butz were
delegates to. the convention.
Mrs. Lois Azevedo sold the
most poppies during the two
day sale and received a special
award at the installation meetine.

Five zoning changes
get Nevada City okay
The Nevada City Council Monday night passed a resolution
adopting five zoning changes
recommended by the city planning commission, but called for
a review of the sixth controversial recommendation affecting Coyote street.
Attorney Harold Wolters, representing three Coyote street
property owners, spoke in opposition to the controversial
zone to be designated "LBRlocal business restricted." The
new designation would be the
same as local business, except
it would prohibit fruit markets,
filling stations, automobile
parking, and launderettes.
The property owners who retaine Wolters are James Harding, Russell Mackfessel, and a
Mr. Miller,
The attorney's dissertation
last night was in marked contrast
to the one at a stormy public
hearing held earlier by the planning commission. He admitted
he was deliberately hectic atthe
earlier hearing, and said theaction was "an effort to get at the
truth for the reasons for the
proposed change."
Wolters calmly presented his
points to the city council. He
cited primary objections to the
ordinance, referring to it as
discriminatroy, arbitrary, and
unreasonable,
He claimed excluding some
businesses and allowing others
was based on a personal conception of esthetic beauty and
values, and was not valid. He
called for omitting restrictive
clauses referring to fruit markets, launderettes, etc., if the
ordinance were to be enacted.
"The city council should give
some thought that the freeway
is a reality--like it or not,"
Wolters said.
He added, "Most cities have
found that service areas near a
freeway attract motorists."
