Horribles Parade In Nevada City
The July Fourth celebration in
Nevada City will be'kicked off
in grand style with a New Orleans Mardi Gras parade of Horribles on July 2.
The parade will start down
Broad Street at 7 p.m. and will
be lead by parade chairman,
Elva Lee Sigourney and grand
marshal, Elza Kilroy.
They will be followed by the
Queen of the Horribles Parade,
Darlene Crowley .and her court
composed of Margie Kopp, Neva
Schance, Jackie Carr and Tris
Staser. The fire ladies of Nevada City are entering the queen's
float.
Mrs. Sigourney is urging everyone to enter the parade. Young
and old alike are invited to dress
up in costume, make a float and
march in the parade,

Receives Degree
Allan Scott Haley of 304 Nevada Street, Nevada City, was
graduated magna cum laude
from Harvard University at the
315th commencement exercises
held last Thursday,
Haley, a graduate of Nevada
Union High School, received a
bachelor of arts degree,
To Extend Reclamation Program
House and Senate conferees
have agreed to the provisions of
a bill sponsored by Congressman
Harold T. (Bizz) Johnson of the
Second District to extend and
expand the Small Reclamation
Projects program.
Congressman Johnson's bill,
which would make the highly
successful program nationwide
in scope, had passed the House
of Representatives and the Senate
in differing versions.
In addition to broadening the
geographic scope of the program--it previously had been
limited to 17 western states-the new legislation will extend
the loan or grant assistances permitted to local districtsto
$6,500,000, an increase of
$1,500, 000 over previous limits
The overall authorization for the
program was $200 million, just
double the earlier authorization.
“The Small Reclamation Project Act first was voted to encourage state and local participation in the development and
improvement of reclamation projects,” Congressman
Johnson told the House of Representatives before the vote was
taken on his bill.
“Economically, this has been
a fine program, noteworthy because itis a loan program under

The California Representative
pointed out that there had not
been a single default or delinquent accountin the nearly nine
years of operation.
Art Show
A showing of the paintings by
Maxine Mellinger, Ruth Phelan
and Dorothy Rosin witt be held
from June 26 through July 26 at
the Bret Harte Inn in Grass Valley.
The show will be all representational oils and will include
landscapes, seascapes, still lifes
and floral paintings.
Maxine Mellinger beg an her
att studies in 1943 under Emile
Bisttram of Taos, N.M. Her
creative activities have included
radio dramatics and while in
Japan she did Sumi brush painting, floral arranging and traditional Japanese dancing,
Oil painting is her primary interest. She was chairman of
Artists and Sculptors of the Verdugo Hills Art Association and
head of the Junior Art Association for two years, She is now
teaching oil painting in and
living at Alta Sierra.
Ruth Phelan of Cedar Ridge
majored in art in high school
and attended classes on scholarships atthe Art Institute in Chicago, She was a music major
and art minor at Euraka College
in Illinois.
Mrs, Phelan began oil painting
six years ago and had a one man
show at the National Hotel two
years ago and had her work
shown in the Midvalley Art Show
in Marysville last year,
Dorothy Rosin, who is Mrs,
Phelan's sister, started her career in high school in the field
of commercial art. She studied
for seven years with Alice Ross
Brenning. She is a member of
the Farmingdale, N.Y. Artists
League and is now living in LeAnn Wilson
Ann Wilson Will Marry
Millard Irwin In The Fall
A fall wedding is being planned
by former local resident Ann
Wilson, and Millard Irwin of
San Jose,
Their engagement was an-nounced recently by the brideelect’s parents, Mr. and Mrs.
Robert J. Wilson of San Francisco
and formerly of Nevada City,
Ann isa student at the University of California at Berkeley,
where she is to receive her degreein September. She has one
sister, Susan.
Her fiance is the son of Mrs.
Ralph Irwin of San Jose and the
late Mr. Irwin. He is continuing his studies at San Jose State
College.

An organ recital by Richard E,
Emmons will be presented at

the Community Baptist Church

Emmons has been organist at
the First Baptist Church of Carmichael for several years, He
was a music major at Chico
State College where he received
his degree of Master of Music
Education, While studying organ at Chico State, he became
organist at the First Baptist
Church of Chico, and he has
continued his studies under Professor Leland Ralph, organist at
the First Baptist Church of Sacramento,
He is now planning further graduate study at the Peabody Conservatory of Music in Baltimore
toward the degree of Doctor of
Sacred Music,
