Parsons Wins
Race For The
Third Time
Bicycle racing records came
crashing down Sunday when Bob
Parsons of La Canada came
sweeping across the finish line to
win the T our of Nevada City race
for the third straight time.
Parsons broke the two win jinx
in amazing style Sunday before a
crowd of several thousand, Bob
Tetzlaff of San Jose won the first
two tours,
The time record aiso fell during
the Sunday tour, The 45 mile up
and down race over the downtown
course was run in 2 hours and 30
seconds for a new Tour record,
Unlike past races where the
crowd was jammedin and around
theBroad and Pine Street corners,
the crowd this year was stretched

Prospects Look
Bright For The
Malakoff Park
(EDITOR'S NOTE--This is the
second and final article ina series
examining the-current status and
future prospects for the Malakoff
State Park in Nevada County).

T he proposal to create a state
park at the site of the massive
Malakoff hydraulic gold diggings
in Nevada County has had a spotty
history, but now seems to be on
the way.
The plan has gone through the
ups and downs of strong county
and state.support, being part of
the defeated.$150 million state
beaches and parks bond issue,
proposed as part of a $19 million
park land acquisition program,
scratched from the program and
then later reinstated with a last
minute appropriation of $550, 000
for initial acquisition.
Land acquisition purchase
action at the proposed 7,000 acre
park began in the spring of last
year andnegotiations and acquisition are continuing today,
The Nugget recently talked with
Bob Hatch, Chief of Advanced
Planning forthe State Division of
Beaches and Parks in Sacramento
to see just where the proposed park

To Become City Manager

city manager Monday night on a
3-1 secret ballot vote,
Robinson submitted a letter of
resignation from the council to
the city clerk late Friday afternoon and immediately applied

Nevada City Council, still
beating the bushes to find enough
money for the coming fiscal year,
took a sharp poke at the county
supervisors Monday night.
Councilman Dan O'Neill said
he wanted to go strongly on record
and would move that the current
proposed city budget be returned
to the depart ment heads with
directionsto make at least a one
third cut.
He saidthe city could dream of
some state or federal monies to
aid in some of the city projects,
but none of this would be in time
to be of any help in the coming
year.
The alternatives, O'Neill said,

Status Of Local
Grant In Doubt
The California Water Commission next week will be asked to
consider the Nevada Irrigation
District's request for a DavisGrunsky Act recreation grant of
more than $5.5 million.
As of this week both the status
and the amount of the grant are
in-doubt.
The Water Commission is
scheduled to hear the request at
its meeting July 2 in San Jose,
but because of a current jurisdictional dispute betweenethe
commission and the state Department of Water Resources, it is
now doubtfulthat the commission
will rule on anything other than
the $875,000 requested by the
district for construction of initial
sanitary and w ater facilities at
recreation sites on four district
reservoirs,
The dispute centers on the contention of the. commission that
since the legislature approves the
appropriations for Davis-Grunsky
Act grants and directs the department of water resources to make
the grants after review of the
applications and presentation to
commission, the commission
itself has no jurisdiction to rule
on the matter except as spelled

He said he had been informed
that city property had not been
reassessed since 1957 and it would
be two years, because of lack of
personnelin the county assessor's
office, before the county could
get to the job,
O'Neill expressed the opinion
that while the city has lost some
assessed valuation due to freeway
construction, the gain through
new building in the city should
provide enough money to meet
the regular city needs for the
coming year.
He said the county, by taking
over the job of property assessment, had removed the governing
function of the city and the county
was not doing its job.
He asked the council to tell the
county board of supervisors “to
get off the dime and reassess
Nevada City." O'Neill's motion
was given unanimous approval
and a letter will be directed to
the county,
Councilwoman Carole Friedrich
noted that there had also been no
reappraisal of city improvements
in several years, She felt a reappraisal would aid in raising the
city's bonding capacity.
O'Neill also asked that a committee be appointedto meet with
Sheriff Wayne Brown to discuss the
possibility of having the county
take over the police duties in the
city. Councilwoman Carole
Friedrich and Councilman Ben
Barry were named tothe committee,
It was suggested then that the
council take another. look at the
budget, but O'Neill moved that
nothing further be done until the
department heads had cut their
requests by at least one third.
The motion had unanimous approvagand the council adjourned
to meet again Monday night to
hear a presentation on a state
retirement plan for city employees,
