The board had the resolution and accompanying policies and procedures under consideration for two weeks before acting. The material was prepared by the task force. The policy makes the task force responsible to its own board, but Chairman of Supervisors Lou Hartman said afterward the supervisors still will retain ultimate control through budgetary approval. The task force members will be "responsible to themselves," Hartman noted, and the supervisors' control will be "to issue them money on a 90-day basis." Each three months, any money _the group needs for the following 90 days will come before the board for approval, he said. In other action concerning the h Overall Economic Development Plan, Richard Hales, current Grass Valley mayor, was appointed to an.at large seat on the executive board. Supervisor Willie Curran voted agains Hales' appointment, ‘no and Supervisor William Thomas voted against approving the task force resolution, =. The resolution slated that "all public works projects. in Nevada county considered for submission to the Economic Development Administration shall be referred to said Public works ‘ task force for review, report and recommendation to the applicant and this board of supervisors for conformance with the Nevada County General Planand the Nevada County Overall Economic Development Plan, . "It is the policy of this board of supervisors that the processing of such public works projects favorably recommended‘by the public works task force shall be coordinated by the task force with the various applicants x on behalf of the Nevada: County OEDP organization and the County of Nevada." . The policy. and procedures . : document drafted by the task force contains this comment as to. whom. the group is responsible to: “Subject to: limitations which may be. imposed by the membership, all task force powers. shall be exercised by or under the authority of, and the business and affairs of the task force shall-be controlled by, the board of directors."
