Area of irrigation districts lie in 32 of California's 58 counties, "Hardly a comer of the globe remains where the reputation of California as a leading agricultural community has not reached," Cranston said with reference tohisreport on the irrigation districts, "Much of this eminence is the result of a fortuitous combination of nature’s elements -a fertilesoil, abundant water, and a benevolent climate." Then he paid a special tribute to irrigation districts , "But the mind and hand of manhave contributed in large measure to California's exalted rank as an agricultural center. It has been his efforts and ingenuities that have brought the water to the soil and distributed it so that the greatest benefits would be produced," The genius of the irrigation district act was that it provided a means for groups of landowners to organize democratically and to finance the water works necessary to irrigate the soil and make it highly productive. Such districts can levy assessments on the land. within their boundaries, they can charge users for services for water and power, they can bond themselves, and they can plan, construct and operate projects, What irrigation districts have wrought withthese powers have caused visitors to come from many a far away land to study them andto marvel. In recent years many special districts have been formed, such as Water Storage Districts, County Water Districts, Metropolitan Water Districts, Municipal Utility Districts, andothers, but the irrigation district is the backbone of rural improvement in California. During the period of the first half of this century it would have been difficult to find a more constant and forceful inuence on the development of farming in California. Many irrigation districts in California and elsewhere . ran into financial difficulties in the great depression, but that type of trouble at that time was not confined to irrigation districts.
