FEATHER IN WHOSE BED?
It frequently_happens that our mutual concern over inflation degenerates into a “let’s-you-and-him-fight” sort of attitude. We can convince ourselves that OUR contributions to
spiraling costs are most reasonable, but the other fellow’s are
obviously untenable. ,
Having delivered ourselves of that small confession of
shared human frailty, we bodly venture into a brief discussion of one position we sincerely think all facts demonstrate
to be not only untenable but, even from the standpoint of selfinterest, unwise. That is the so-called practice of featherbedding.
In the parlance, featherbedding means the creation of
jobs not necessary to the efficient performance of a service.
In railroading, for instance, it takes the form of insistance
upon 1919 measurements of the work day, despite 1959
standards of technology. For example, four decades ago
steam trains used to make about 100 miles in an eight hour
day. Today, diesels can hurtle that distance im two hours.
However, a day’s pay still is required for the old day’s mileage, despite the shorter hours. For example, the 16-hour
trip between New York and Chicago today requires not two
days’ pay for each engine crew member, but NINE!
This, and other devices such as charging a full day’s pay
for 2 few minutes of extra work under certain conditions, all
contribute to the cost problems that bedevil the railroads.
And what costs the railroads, costs the shippers, and the purchasers of those shipments. It also adds to the weakening
of a major bulwark of national security.
The defense for featherbedding is that it.creates more

was able to come home from the
hospital, where he spent several
weeks following a heart attack.
The Dudley family , reunion,
which was held at the summer
home of Willis Dudley, near Lake
City, last Saturday, May 30, was
a great success. The day-was perfect for the occasion; the food was . plentiful and delicious, featuring
barbecued beef and pork; and a
goodly crowd assembled, numbering 111 persons aitogether. Ineluded in this number were the
four Dudley brothers, Clyde,
Willis, Louie, and Elmo, and

have in the past 12 years had to drop more than a half million
jobs. More thousands will be lost if conditions continue as
they are.
A realistic approach to this problem by the rail unions
would be a major contribution to the national economy and
security and to their own members. It would, in effect, be
turning a feather bed into a feather in their caps.

poses a question in.the minds of many a Californian: have
we so nearly reached the bottom of the tax barrel that we

The charges were made by Ritz
Miller, Los Angeles traffic expert,
based on his continuing study of
traffic fatalities throughout the
state.
“It is highly suspicious,” Miller
declared, “why a certain clique
in the state highway department
is continuing to delay the installation of guard rails on freeway
divider strips while the needless
slaughter goes on and on.”
To document his charges, Miller pointed out that the state
allocated $290,000 to the highway

months ago, to install steel beam
guard rails on a section of the
Hollywood and Santa Ana Freeways in Los Angeles, and yet bids
for the work have not even been
requested from contractors.
Miller, who has devoted the
last eight years to photographic
and statistical research into Califonnia traffic hazards, . accused
the state highway engineers of
being “under some eastern influence” in delaying the guard
rail installation.

Obviously, the federal government has preempted the income tax as its main source of revenue. Is it too fanciful to
suggest that in view of the actual depth of the tax barrel the
States might make a considerable contribution to their own
and the nation’s economic welfare by turning from the income
tax altogether, in favor of other sounder and more potentially
fruitful levies?

Miller quoted from his testimoney before the state assembly
interim committee on transportation and commerce, in November,
1955, in which he said “recently
the highway department said it
is building an experimental fence
on the San Bernardino Freeway
to prevent head-on collisions. I
thought after 20 or 30 years they
would know how ‘to prevent
them. Sort of stupid; why experiment?
“Years ago, a 3,000-foot guard
rail was put on the old Ramona
Boulevard in Los-Angeles to prevent head-on collisions after eight
were killed and 69 injured. Seventeen months after the guard
rail was installed, they said no
accidents had been reported.”
