Roller skaters will be able
to continue practicing their
skills at the LaBarr Meadows
rink and soon miniature golf
fans will have a "greens" on
which to perform.
The county planning commission Monday night unanimously
approved Glenn Sanders' use
permit application to operate the
rink and golf course in an unclassified zoning district at
Dog Bar Road and Old State
Highway 49 at LaBarr Meadows.
Sharon Mahaffey, planning
technician, traced the history
of the LaBarr Meadows rink for
the commissioners,
The skating rink has come up
before the commission "just
about every year since the first
permit was issued in 1966," she
said. Testimony at earlier
hearings pointed out that the
rink is a non-conforming use
in an area chiefly devoted to
single-family residential use.
Previous owners did not always supervise the rink in a
satisfactory manner, Miss
Mahaffey claimed.
However, she contended that
there have been no complaints
since Sanders took over the operation a year ago. There was
no testimony in opposition to
the recreation facility Monday
night.
Commissioners "theoretically" renewed Sanders’ permit
which expiréd in December. In
actuality they approved a new
permit for the rink and yet
unfinished golf course.
Conditions, with the exception of the duration of the life
of the permit, remain the same
as before. They, are as follows:
The permit is limited to. the
‘applicant only; the vehicle entrance shall be from the LaBarr
Meadows Road; sale of alcoholic
bevereges is forbidden; the
parking lot shall be lighted; and
the rink and golf course shall
be closed at midnight.
The use permit was approved
for five years.
An extension of time from
one to five years was granted
after Sanders explained that he
has considerable money invested in the project. and asked for
an extension, .
Miss Mahaffey recommended
the five-year period. She said,
"R is not our intention to
threaten Mr,,Sanders, but it

public hearings concerning an
amendment which changed the
general plan to provide for a
6,000-lot recreational subdivision, Tahoe Northwoods, in the
Donner Lake area.
Planning Commission Chairman Bert Livingston made that
point clear at Monday night’s
meeting.

by LAFCO
A petition toannex a number of
parcels to Nevada Irrigation
District was postponed until the
March meeting of the Local
Agency Formation Commission
by a unanimous vote of the commissioners Monday.
NID had petitioned for approval of annexation of uninhabited
parcels near Jackson Meadows
and Rollins Lake, All the property is owned by NID but is
not in the district.
~ Memhers of LAFCO approved
the postponement and asked Joe
Arens of NID if he would prepare a list of the land's proag uses for the April meetg.
Commissioner John Rankin
asked for NID's future plans for
the parcels saying NID might
want to sell the land as excess
sometime and the new owner
may not want to be in the district.
Arens said some of the areas
would be used for forebays and
some for water storage, but he
did not have a complete list of
the proposed uses proposed for
all the parcels.
Some ‘of the parcels. are in
Sierra and others in Placer
county, chairman John Sorenson
announced,’ The Nevada county
LAFCO will have to receive notification from the LAFCOs of
those counties as to their feelings on the annexation before
final action can be taken.

discussed and tentatively approved LAFCO's budget of $9,$40; Nearly. half the total was to
pay the parttime services.of an
employe of the public works de‘partment, Hider said. The employe would prepare reports for
LAFCO, so part of his salary
should be included inthe LAFCO

Company in Truckee, by letter,
requested the commission to
hold a public hearing in Truckee to continue considering the
amendment to the general plan
for the 4,000 acres.
‘The amendment changed the
acreage from forest environment to urban density.
County supervisors and.commissioners heard considerable
heated testimony in the controversial proposal aired at public
hearings before the change in
the plan was approved.
A letter from the Environmental Impact Company signed by Robert E, Sutton
requested the commission to
arrange: a ‘‘competent independent study by qualified scientists to evaluate the long-range
effects of this development upon
environment; that the planning
commission initiate an impartial
and valid study. of the economic
facts involved in this subdivision, including the probable
benefits to existing businesses
and present taxpayers; and that
it hold the future public. hearing.” :
_ Sutton claimed that a group
of citizens in the Truckee area
recently formed the new organization, and is ‘‘particularly concerned about both the ecological
and economic impact of the proposed Lakeworld Development
Company subdivision with an
ultimate population of perhaps
20,000 people.”
He charged lack of publicity
concerning the. project and
change in the general plan, and
that ‘‘the few people from our
area who know about these hearings and who spoke in favor
of the General Plan Amend
ment to Urban Density were
realtors and subdividers.”’
Livingston contended that
the public had had an opportu~ nity to express itself at public
hearings held in connection with
the change of the plan, and that
he has ‘‘no intention of reopening public hearings.’’
He said he would “recognize’? comments concerning design or ‘‘effects on creeks’’ at
open meetings but that the decision to change the general
plan was made by the ‘‘majority.’’ Livingston said he had
been in the ‘‘minority’’ in making that decision, but that he
will ‘‘abide by the majority decision,”
He saidall subdivisions should
have equal treatment whether
they be one lot or 10,000 lots,
Maps. and meetings are
open to the public, but all meetings do not constitute~ public
hearings, he explained,

Ford Tractor Operations of Ford Motor Company
has designed this two-wheeled, seven-horsepower trac_tor specifically to bring the benefits of modern farming technology to people on small farms in developing
countries at a price they can afford to pay. Ford has
introduced the unit, called the Ford DNT, in Jamaica
at a suggested list price of $505 — a price roughly comparable to the cost of a pair of oxen. The unit can plow
approximately an acre or cultivate more than three
acres in an eight-hour day. Ford plans eventually to
market the small tractor worldwide.
