Motorcycles will be equipped
with automatic headlights
California drivers will be able
to see motorcycles more easily
in both the day and nighttime
under a new provision of the
vehicle code which became law
on March 7, but they’ll have to
wait until 1975 for it to happen.
Staring January 1, 1975 every
motorcycle manufactured and
first registered after that date
must be equipped. with a
headlight which will:
automatically turned on when
the engine is started and running.
This is one of the changes to
the California Vehicle Code
passed by the 1972 Legislature:

changes became law on March
7, 1973.
Every passenger vehicle will
now have to be equipped with a
bumper. A bumper is a device
which will prevent the front or
rear of the body of the vehicle
from coming in contact with
another motor vehicle. This does
not include motorcycles, house
cars and four-wheel-drive
vehicles.
An important change for
minor drivers and their parents
prevents the minor from
_ changing the classification of his~
driver’s license without written
consent of parents. Primarily
this is to. allow parents some
control over the. kinds of

vehicles their children can
operate and is generally aimed
at motorcycle operation, for
which a_ separate license
classification. is required.
Bicycles came in for some
attention from the Legislature
also. After January 1, 1973 all
new bicycles sold must have a
rear red reflector which is
approved by the California
Highway Patrol and after the
same date in 1974 all new bikes
must have side reflectors.
Finally, in 1975, no bicycle can
be operated without reflectors of
this type.

licensing program for bicycles,
then the owner cannot operate
his bike without a license. The
same law also established a
Statewide lost and stolen bicycle
records system which will be
operated by the Department of
Justice.
One section of the Vehicle
Code pertaining to bicycles has
been changed to require
bicycles to be ridden as near the .
right-hand curb or edge of the
roadway as practicable. The old
section requried a rider to be as
near the right side of the
roadway as practicable. The:
new section also permits riding
as__ near the left-hand curb or
edge of the roadway as practicable on a one-way highway
with two or more lanes.
Campers came in for their
Share of attention also. A
Camper now must have an exit
which can be opened from both
inside and outside when
someone is riding in the camper
portion of the vehicle. This is to
prevent people from being
trapped in campers in case of
fire and is pointed generally at
drivers who attach bicycles and
motorcycles to their vehicle in a
way that prevents the door from
being opened. Another new law
requires that any new or used
recreational vehicle or camper
which has cooking equipment
cannot be sold unless it has an
approved fire extinguisher
installed.
State income
tax refunds
face delay
A million Californians already
have received state income tax
refunds, but four million other
refunds possibly face delays
caused by massive late filing of
tax returns, State Controller
Hugh Flournoy said today.
‘We had anticipated making
over 1,500,000 refunds by this
time,’’ said Flournoy, ‘‘but
taxpayers simply have not been
filing their returns early this
year.
‘About 5,500,000 taxpayers
are eligible for refunds. If
returns continue to come in
slowly there will be a huge jam
at the April 15 deadline. That
means refunds will be delayed
for many people.’ Flournoy said
71,000 refunds can be issued
each working daythrough fullest
coordination and use of the
highly mechanized procedures
in his office and in the Franchise
Tax Board.
“But only recently have there
been enough returns to sustain
' maximum production,” the
Controller said. ‘‘If returns
continue to lag until the usual
rush of late filings it can only
mean delay for many refunds.”’
Flournoy said the Franchise
Tax Board, of which he is
chairman, has been completing
work on individual returns in
about 10 days from time of
receipt. He said this schedule
cannot be maintained when a
large backlog develops.
_The Controller said that in
addition to filing as early as
possible, taxpayers could help
speed their refunds by completing returns accurately,
including correct social security
numbers, signing returns
properly, and using the preaddressed labels sent with their
tax information booklets.
Lecture
planned
for Sierra
Leading world authority on
human deviant behavior, Dr.
Joel Fort, will speak at Sierra
College on the topic, ‘The
Criminal Society,” Thursday,
March 22, 1973. The eight o’clock
evening lecture will be held in
the college’s new theatre. .
Dr. Fort, a leading expert on
drug abuse, founded and
directs the Center for Special
Problems for the San Francisco
Department of Public Health.
He is an advocate of a
movement to remove possession
of drugs from criminal law
domain by advocating tighter
control of drug advertising andavailability including alcohol
and tobacco. He logs more than
100,000 miles worldwide annually sharing his views and has
traveled and worked in over 50
countries as consultant to the
World Health Organization.
In calling for initiatives and
reform of ineffective and extreme laws, Dr. Fort stresses
_ individualism, creative social
change, and ‘dropping in” to
“improve society and the quality
of life.
