Flournoy noted that it is unusual for so many taxpayers to overlook an item which could reduce their tax liability. "The special tax forgiveness applies this one year only to all persons and can be taken to reduce the tax on all income except capital gains,"’ Flournoy commented. Be urged every taxpayer to read the instructions carefully and enter the special tax forgiveness when computing 1971 state personal income tax.
