amended McNamara Bill.
“This bill, as passed, is
not as generous as we would
like it to be, but it is an
important step toward the
recognition by. the federal
government that it has an
obligation to public education, and it embodies the
principle of funds for school
construction and teachers’
salaries,” Solberg said.
“We urge you, therefore,
to write to Senators Engle

voted for the bill, thanking
them for their support.

Transportation Act which
he believes takes from state
public utility commissions
the right to regulate intrastate trains.
Testifying before the
Transportatian Subcommittee of the Interstate Comhmerce Committee, Congress“I believe the public interest has suffered since
railroads have curtailed
their passenger service because of misinterpretations
of the 1958 Transportation
Act. The ads’ obligation to public necessity and
convenience have been bypassed.”
The Congressman ex-plained that applications to

cross state lines were denied
by the California Public
Utilities Commission, But
the railroad has appealed
these cases to the Interstate
Commerce Commission in
hopes of overriding the state.
agency’s desires.
The state public utilities
commission had criticized
the railroad for not taking
a sufficiently aggressive approach to merchandize its
passenger services in requesting discontinuance of
trains linking the state capital to Los Angeles and San
Francisco.
The California Public
Utility Commission declared
in these cases that the 1958
Act was “contrary to the
public interest insofar as it
not only permits but actually invites railroads summarily to abandon interstate
passenger trains and to seek
intervention to abandon
purely interstate passenger
trains.”
This, the California congressman said, is in violation of traditional states*
rights and he added:
“I do not believe Congress ever intended for the
Interstate Commerce Commission to usurp the rights
of the states in this manner.”

Parents were warned to-~
day to ignore directions for
cleaning written on the label of “Silly Putty,” the
new clay-like toy that is
currently enjoying popular;
ity among youngsters.
The warning came from
the State Division of Industrial Safety Department of
Industrial Relations. Thomas N. Saunders, chief of
the safety division, stated
that the label instructs users
of the toy to clean it with
carbon tet.
“Carbon tet is one of the
most harmful of the common solvents and causes
many deaths and injuries in
industry,” said Saunders.
“We discourage the use of
carbon tet as a cleaning
agent in places of employment where its use is permitted only under very
stringent conditions.”
The eastern manufacturer
of “Silly. Putty,” contactedby the Division of Indus-.

remove from its labels any
reference to the use of carbon. tetrachloride.

The last place you
might expect to
find coaljis in
your telephone.
But it’s there,
all right. In each
telephone mouthpiece there ara
tiny coal granules that change voice waves into waves
of electric current. Phone people are very particular
about this coal—they get a special, handpicked anthracite from Pennsylvania. First, it’s crushed, ground,
sifted and sorted. N ext, it’s washed, rinsed, dried, tested
for cleanliness and roasted 24 hours at temperatures up
to 2048° F. Then it’s cooled, tested again, and stored for
six months before it’s used. Sound complicated? Yes!
But it’s just one of the ways we work to make your telephone more dependable — more valuable to you.
