The meeting was called to
order at 10:00 A.M. and all
members of the Board were
noted as present.
The Minutes of the previous meeting were read to
theBoard by the Clerk, and,
upon motion, were duly approved as read.
The Auditor presented the
‘Board with the Claims Register showing thereon the
claims due and payable by
the County and, upon motion, the Chairman was au-.
thorized to sign the Claims
Register thereby releasing
the following Warrants for
payment.

Dr. C. Jackson Rayburn,
Medical Director of the
County Hospital, appeared
and stated that Sierra College had requested the Nevada County Hospital to conduct a Licensed Vocational
Nurse Training program in
September of 1963. Upon Dr.
Rayburn's recommendation,
the Board authorized the Program.
Upon motion, Mr. H.A.
Dalton was appointed to the
County Board of Trade.
The County Clerk presented the Board with Proposed Resolution 63-24 (a
Resolution supporting Assembly Bill 916) and, upon motion, the Resolution was
adopted.
The Clerk presented the
Board with Proposed Resolution 63-25 (a Resolution
establishing Board Policy on
T ax Deeded Land Sales) and,
upon motion, the Resolution
was adopted. ~
The Probation Officer ap_
peared and requested that he
be granted an additional
Deputy Probation Officer and
clerk-typist in his department and, after discussion,
the matter was deferred.

AFTERNOON SESSION
The Board reconvened at
1:40 P.M. and it was noted
that all members of the Board
were present,
Mr. Robert Hatch, representing the Division of
Beaches and Parks, appeared
before the Board and rendered a progress report on the
Malakoff Diggings State
Park.
Mr, Willard Rose, Chairman of the Nevada County
Conservation Council, appeared before the Board and
requested that the Board consider granting the sum of
$200 tobe used in conservation work and, upon motion,
the request was granted.
Mr. James Tipton, Attorney-at-law, appeared before
the B oard representing the
Association of Students at
the University of California
and appealed to the Board
for a variance of the Building Inspector's ruling on
the use of a ski lodge by the
Association. After a ruling
by the District Attorney's office, the matter was continued to April 1, 1963.
Mr. Edward Fellersen, Superintendent of Schools, appeared before the Board and
presented the B oard with a
petition of the residents of
the Kentucky Flat School
District calling for a public
hearing ona change of boundaries of that school district.
Mr. Fellersen stated that the
meeting had been set for May
1, 1963, and the Board concurred with the date set.
Mr. Robert Radovich, Supervisor of Placer County,
appeared before the Board
and rendered a progress report on the Tri-County Pact
on the Camp Beale roads.
Mr. Radovich stated that
progress had been made and
&i' that Yuba, Placer, and Nevada Counties should stand together in solving the road
status question equitably
with State and Federal coopjation.
The County Road Commissioner appeared before
the Board and rendered the
report of his department and
presented the Board with a
Joint Use Agreement with the
Pacific Telephone and Telegraph Company and, upon
motion, the agreement was
accepted.
Upon motion, the County
Auditor's Inventory Report
was accepted and the Clerk
was directed to issue an Order
tothe County Auditor directing said Auditor to perpetu_ es inventory system.
. Hillis Hubbard apaed before the Board and
stated that he had been working ona survey to determine
whether or not a County
Cham ber of Commerce
would be’ more beneficial to
{the County than the present
Board of Trade. A poll of the
Board indicated that the survey should be continued.
. The City Manager of the
City of Nevada City appeared before the Board and

requested the County to consider granting some monetary relieftothe City for the
maintenance ofthe City
Dump and the matter was
deferred until April 1, 1963.

subdivision road specification exceptions and, upon
motion, the report was accepted.
The Clerk presented the
Board with a certified copy
of Ordinance No. 309 of the
City of Nevada City notifying the Board of a change in
the ratio-of the Sales Tax
revenue. TheOrdinance was
accepted and ordered filed.
Upon motion, the Board
adjourned to meet again on
April1, 1963 at 10:00 A.M,
andthetime of adjournment
was noted as 4:07 p.m.

FAIRY BELL, Disporum hookeri,

Greenish-white bell shaped flowers try so hard to hide
from view by hanging down, beneath the large, oblongribbed leaves, which spread like a roof
above them, The dull coloration of the blossoms, helps
them in this deceptive scheme, but the alert hiker will
push the branches to investigate and be richly rewarded.
The plant, which is a perennial, stands from one to two
feet tall and has a trim, well-groomed appearance,
Blossoms are most usually in groups of two but sometimes
form as many as six to a cluster.
The shaded woods provides the habitat for these lovely
lilies and they are quite common here, although one
doesn't always find plants that produce blooms. One
shaded slope off the Quaker Hill road.is well covered
with the plants but I have never found flowers on them.
Another popular name, Gold Drops, is due to the rich
salmon-red pear-shaped berries that succeed the flowers.
Since the animals and birds are fond of these berries,

Ben Harp. He was the husband of Evelyn and father of
one son, five daughters. Two
brothers and two sisters-are
living outside California. He
was a member of the Mason
Lodge, Odd Fellows and the
American Legion. He was a
retired electrician and one of
the few living fighter pilots
who flew in World War I. He
was a resident of Grass Valley for four years aged 70
years. Funeral services were
held in the Hooper Weaver
Mortuary chapel underthe
auspices of the Odd Fellows
Lodge March 18. Burial was
in the IOOF Cemetery.

came to Chicago Park in
1950. Graveside services

Ingleside Park Cemetery in
Ingleside, California.
