It was the first case of the newly elected Nevada County
District Attorney, William Morris Stewart. Ten minutes after the
case started, Stewart, with a swift upper cut to the jaw, had
knocked out cold the defense attorney, was himselftarrested for the
assault and was cooling off behind bars in jail. :
Miners Hall in Nevada City (before a court house was built)
was packed for the trial. The interest of the red shirted miners
centered on their comrade, the brand-new district attorney. Bill
Stewart, a six-foot, red bearded Scotsman with only three months
of legal book learning was making his court debut.
A trained San Francisco import Judge was hearing the case.
He was disturbed at the ineptness of Stewart’s approach and
opening statement. The skilled defense attorney made fun
of Stewart’s opening remarks. .
“You are misquoting me,” Stewart objected hotly.
“You're a cheap liar,” taunted the intrepid defense attorney.
The audience in the makeshift court room sparkled to attention. A
crusty miner, cheek-full of chewing tobacco made a direct bull’s
eye clink in a brass spittoon ten feet away.
The Judge gavelled for order. ‘‘Gentlemen, I won't...” But the
magistrate spoke too late. Stewart’s toil hardened fist shot out with
piston force and belted the venom dripping barrister with a
magnificent upper cut. Blood oozed from the torn lip. The immaculately dressed lawyer was unable to arise. Bedlam broke-out in
court. Stewart was arrested.
This was the frustrating start for one of Nevada City’s great
contributions to the world. Yet the restraint of this dismal
beginning conferred a reward. Stewart was to demonstrate that
adversity which has its uses could be conquered.The rough and tumble Nevada County District Attorney was to
become:
A United States Senator, in the most exclusive club in the world
the U.S. Senate. é
The author of the 15th Amendment to the U. S. Constitution...
guaranteeing the right to vote regardless of race, color, or previous —
Frank Gallino honored
condition of servitude.
The world’s greatest authority on mining law and water use
law, learned the hard way in the gold bearing ravines of Nevada

FRANK GALLINO receives a special award from the Grass Valley Area Chamber
of Commerce for his continued community service activities. In recognition of
his years of contributions of time and effort in many fields of endeavor the local
chamber of commerce awarded him this special plaque. Making the presentation
is R. Peter Ingram, editor-publisher of The Union and chamber director, who
cited Gallino’s long list of accomplishments all performed in addition to his
demanding workload as Nevada County Undersheriff. Although originally

Mrs. Charles
chairman of the 1974 Gala Ball,
recently presented a check for
$4,200.00 to the Nevada County
Community Workshop.
The Gala Ball is an annual
benefit affair on behalf of the
Workshop and all proceeds are
used for expansion of the
rehabilitation program and
capital improvements of the
facility. Recent proceeds have
been'used for the addition to the
saw shop, the purchase of a
large all steel warehouse and
fork lift. : ;
It is the policy of the Workshop
Fowler, * to allocate all donation money
for use in expansion or
improvement of the existing
program. General operating
expenses, such as wages,
production materials and
overhead costs are paid out of
income derived from production
contracts. *
A portion of this years gift
from the Gala committee has
been earmarked for tuition fees
for staff ‘who are attending
extension courses at the
University of San Francisco,
Department of Workshop
Administration. These courses
cover a ten week period and
scheduled for the annual January installation dinner, the award was postponed
until yesterday at the chamber luncheon meeting at The Office. 3
Proceeds from Gala Ball ~~
provide specialized training for
all staff, and each staff member
is enrolled in classes relating to
their specific responsiblities, in
the Workshop. Some new
equipment will be purchased to
replace presently obsolete,
unusable equipment.
Proceeds from the first Gala
Ball were used to assist in the
establishment of the Workshop
and the continuation of these
funds have provided a source of
income which has allowed the
Workshop to continue to serve
the handicapped population of
the county.
