National Library Week
April 21-27 will mark the observance of National Library
Week. The purpose of this occasion is to encourage the development of lifetime reading habits as the foundation of a better
people, Within our nations's libraries are stored all
To correct injustices
The American Civil Liberties Union has issued a statement
on the’ willful violation of valid laws that is worth repeating:
"the ACLU believes that the way to correct injustice ina
. free society is to change valid laws by persuasion, not by their
violation, Freedom to say what one believes, not to do what
one wishes, is ,what is protected by the First Amendment.
A democratic society is as much in need of compliance by
citizens with laws with which they disagree as it is of the freedom to criticize and the means to change such laws..
"High motivation and deep-felt conscience may be..the moving
force of those who practice civil disobedience.: But this does
not mean that those who disobey laws for..less altruistic .
motives should be convicted while those who deliberately disobey
laws for better-motivated reasons should be acquitted. To make

Brutal truth
A check of what is happening to the average family bud.
get is revealing. According to
U. S. News & World Report,
a married man with two child.
ren, earning $7,500 a year or
$144.23 a week must now pay a
tax and inflation ‘‘squeeze’’ of
$35.55 each week. Broken down
into individual items, his deductions look like this; federal
income tax, $13,19; social security tax, $6.35; state income tax
(estimate for typical state), $2.19; sales tax (estimate for typical state), $6.40; local property
tax (estimate for typical state),
$3.62; inflation tax due to annual
rises in living costs, $3.80. The
tax and inflation squeeze rises
rapidly as family income goes
up. This is the brutal truth of
rising living costs never recognized in the official solicitude
for consumers as manifested in
countless proposals for controls
and restrictions,
The free market and competitive mass‘ distribution provide
the best assurance that consumers will continue to enjoy the
highest possible living standards
~comminsurate with the times,
Much is heard about curbing
marketplace. These include such —
things as eye-cat packages,
promotion and ertising.
These frills are the best evidence that the consumer is still
king in the supermarket.
Advertising and promotion
stimulate consumption and lead
to higher volume. sales and the
lowest practicable prices, This
is the secret of mass distribution. In countries where markets are rigidly controlled, there
is no need to promote or advertise. There is not enough
to go. around anyway. The consumer takes what he can getand
considers himself lucky.
In countries like the U.S.
where the papers are filled with
advertisements of food and merchandise bargains, and mer.
chants offer such enticements as
the popular trading stamp which
is redeemable invaluable goods,
one may be certain that the
economic system is basically
healthy. The ‘‘squeeze”’ on our
living standards comes from inflation and taxes--nowhere else.

CLERMONT, FLA., PRESS:
*‘There is a general complaint
about ever mounting taxes, inflation and more and more control by government of our business and personal lives. Yet
with a few exceptions most ofus
lend encouragement to the continued growth of government and
the resultant increase of taxes,
as well ds the extension of government’s control over our local
and national affairs..by our:
actions we give our elected representatives little choice but to
go along with..plans for an
ever expanding governmental
structure.”’

Almost simultaneously considerable public attention has
been drawn in recent days to
a new federal law passed by
Con with the idea of
putting a crimp in the operations of smut dlers who
operate throu the mails.
nder the new statute the
recipient of offensive mail can
demand that the Postmaster
order his name removed from
the mailer’s mailing list if, in
his judgment alone, the material is obscene. If the mailer
fails to do so he can be penalized under the law.
Now comes a wag wondering if, should a taxpayer deem
his communications from the
Internal Revenue Service to
be obscene — as no doubt
many do as April 15 approaches at a fast clip — he
can demand the IRS drop his

After 55 years it might be
a fitting comeback, at that.

Student life in England
not easy, author learns:
By RIITHANNF. MYER
A student's fife in Engiand
is not an easy one, Great competition for positions and overcrowded colleges and universities tend to be the two most
important concerns of the aspiring students. Although there are
these certain ‘drawbacks, the
students are not discouraged by
lack of funds, which seems to
be one of the biggest sources
of discouragement in American
colleges and universities.
The government in England
has a grant system whereby
students receive, gauged by their
parents’ Income a monetary
grant to assist in the payment
of their schooling. The government acquires the money through
methods of taxation and public
funds, that's true, but it seems
a far more effective way of educating the youth without placing
the added pressure of financial
responsibility on the student
himself.
The educational system sodivided into primary, secondary,
and "further" education; administered by local authorities responsible to central government.
The universities are indepen_ dent and self-governing but financed mainly by public funds.
Depending upon the results of.
mandatory exams taken by all
students, the channel of one's
"further" education is determined. \
While in England, I was fortunate enough to be accepted
as a student nurse at the Royal
Berkshire Hospital in Reading.
Acceptance is determined by
previous academic grades and a
passing grade on a stiff entrance
exam. ;
Being a ‘‘Yank’’ among about
thirty "Limeys" is an inexplicable experience with many and
varied events. We lived and studied in a large estate which had
been made over into a dormitory-like atmosphere. Academic
classes were carried on in an
adjoining classroom which was
a converted theater. The teaching is done by qualified sisters
(the senior-ranking registered
nurses), and resident doctors
took over the teaching of more
specialized subject matter. The
preliminary study course included: psychology, anatomy,
physiology, bacteriology, math,
ethics, theory and history of
nursing, first aid, and general
practice,
In living so closely with 30
British girls, one's experiences
prove to be strange, amusing,
and completely unforgetable.
The other students were as
curious about the American way
of life as I was about the British
way. Everyone was always receptive to a bit of fun and laughter, which was a constant saving
grace when pressures of studying got to be too much, as they
often did. The girls laughed and
made fun when the pressures
were highest, but studies were
taken seriously and in deep earnest by everyone.
One must have a very deepseated desire to be a nurse before tackling a British nursing
school, for it's a long and tough
road to travel,
I can readily understand why
_ the British nurses are said to
be among the best qualified in
the world. Beginning with a two
month preliminary training
school, the study program is set
up in three month blocks of
concentrated study followed by
three months of application
training on the hospital wards,
and then the same cycle resumes
until three years have been completed,
It's not difficult to see why
there is a shortage of nurses,
and in a country under a national
health program, this problem
could be alarming and acutely
dangerous for patients needing
‘professional care and having to
be put on waiting lists to get
the proper care. New and old
hospitals with many unfilled beds
exist because of a marked lack
of trained people to care for
the sick and aged.
