supplementing the 1957 Civil
Rights Act, the Senate Republican Whip declared strong enforeement machinery must be provided this year to back up U. S.
Supreme Court rulings on school
desegregation and i privileges.
“This is the start of a struggle
for the Congress to determine—
with the whole world looking on
—whether citizens of the United
States are equal before the law
or whether citizens of the United
States are unequal before the
law,” he told the ,Senate in a
major speech.
Kuchel supported unconditionally the Administration’s proposal
to create voting “referees” to
handle complaints about denial
of opportunities to register or to
officers, He appealed for approval
of a seven-point bill of which he
is cO-sponsor, which embraces
President Eisenhower’s recommendations in the civil rights
field. Besides dealing with education and voting, this would
penalize person$ guilty of bombings an set up a permanent Federal Civil.Rights Commission,
Excerpts from Senator Kuchel’s
remarks follow:
“We now undertake a debate
in the Senate’ the results of which
will be of challenging importance
te the future of our country. Indeed, they will markedly affect
the future of the globe. At stake
is whether the elegant-sounding
maxims of the American system
of self-government. mean what
they say or not.
“It is anachronistic that despite
all the startling achievements
rendered possible by the application of the scientific method to
the physical universe, our progress in solving inter-group conflicts has been so painfully slow.
While we. manifest a steady
growth in e direction of improving relationships between
different groups we cannot deny
that there have been, and still
are, widespread and persistent
complaints that some American
citizens in some parts of our Nation do not enjoy equal justice
under law.
“The treatment of these fellow
citizens serves: to remind us how
difficult it has been, how difficult
it is, to achieve the ideals to
which we officially and traditionally aspire. We must believe that
we must accord to all Americans,
of whatever origins, the rights to
which they are entitled simply as
citizens of the Republic.
“This legislation is long, long
overdue.
“There can be no doubt that
the effective exercise of the franchise is basic to all other rights
of the individual in our Constitutional system.
“The ruthless denial by local
public officials of an American’s
right to vote anywhere makes a
mockery of our American Constitutional system, particularly if
the aggrieved citizen cannot somehow turn to some one, some place,
for assistance.

racial segregation in public
