The project was financed by the sale of revenue bonds which were to be retired with revenue derived from the sale of electric power generated at the district's two new power plants on Bear River and from the sale of power water to PG&E. Failure to make deliveries could cost the district a penalty of $9,000 a day. Acceptance of the project as fully operational was delayed by the collapse late last year of two sections of the new Dutch Flat Flume on Bear River, Although the faulty sections were quickly repaired, PG&E demanded that approximately four miles of the outer wall of the flume by reinforced to prevent future failures, District officials appeared before the California Districts Securities Commission Feb, 18 in San Francisco to obtain permission to use project bond monies and district forces to make the necessary reinforcement to the flume, The commission approved the project and work is already under way, W agniere told the directors Friday that work on the $75,000 job is progressing despite poor w eather: conditions and crews will work around the clock if necessary to complete the project, In other action, the board released approximately $500,000 to project contractor, Paul
