trustee post urged —
Even though last Friday was
the filing deadline, Grass
Valley citizens still are being .
encouraged to run for Nevada
Union High School trustee.
That's because no one filed
for the area three board seat,and the only way it can be filled at the April 20 school election is by a write in candidacy.
Normally, officials don't
encourage write’ ins too much,
but everyone concerned is doing so this time to avoid the
expense of a special election.
Dep. County Counsel Brian
Bishop issued a legal ruling
Monday which says (1) neither
the county superintendent nor
the school board can‘ fill the
vacancy by appointment; (2)
citizens who live in the trustee
area can file a declaration of
write-in candidacy between now
and April 12, eight days prior
to the election; and (3) if no
one runs as a write in, the
all the precincts inside the city
of Grass Valley.
“Thus, any registered voter
who lives inside the Grass
Valley city limits can file a
write in candidacy at the coun
clerk's office. :
County Supt. Edward Fellersen says a special election would
cost about $2,000 because voting would be conducted throughout western Nevada county and
Camptonville, the territory in
the high school district.
Fellersen told the trustees
that the law allowing appointments has been, nullified, ’ re-.
quiring many special elections
throughout the state to fill school
board vacancies.
Bishop ruled that the election for area three must proceed as scheduled, even though
there are no candidates, because it is consolidated with
the trustee four NU trustee election. Incumbent Jack Rayburn
county superintendent will have> and Dennis Elliott are seeking
to call a special élection when
the present term ends_on June
30.
The incumbent is Harold
George Sr., who at 83 years
of age decided not to seek another four-year term.
Nevada Union trustees must
live in specified areas, although voting is at large, and
George's area three includes

years, is a candidate for city
council at the May 3 election,
Martin owns Martin's Gar;
age on Main Street in Grass
Valley. He resides with his wife
Ruth at 805 West Main,
He is a native of California
and received his education in
Gridley schools.
Martin said he has no axe to
_ grind but feels somebody has to
do the job. He said he had plenty
of time to devote to the city.
"If the city is worthwhile living
in, it is worthwhile working for,"
Martin said.

problems cited
by professor
"A city is for people, not for
cars," an associate professor
of environmental planning at the
University of California at Davis
told community leaders Saturday. =
Seymour M, Gold conducted an
all-day seminar in Grass Valley
sponsored by the UCD Division
of Environmental Studies. About
30 civic leaders attended the
session which pinpointed traffic
circulation and parking as primary concerns for the Gold
Cities.
The auto, Gold said, "can ultimately destroy the economic
vitality and environmental
character of the area. It's only
a matter of time."
Grass Valley's busy commercial area is "being strangled" by traffic, Gold said, and
suggested the need to close off
some streets and modify the
municipal parking plan.
The economic benefit to be
derived from cutting downtown
auto traffic "exceeds the cost of
putting the automobile in its

Narcotics derived from
opium described to Rotary
Jack Reed, a local pharmacist, discussed drug abuse at
the. meeting of the Grass Valley
Rotary Club Monday.
Reed described narcotics derived from opium which include
codeine, morphine and heroin,
He said heroin is synthesized” A question and answer period”
from morphine and is the most
addictive of all narcotic drugs.
An addiction results from a
physical dependence upon the
drug and the need for increasing
doses to achieve a degree of
euphoria.
Reed ‘said it is not uncommon
for an addict to build up a tolerence level which costs $200 a
day to maintain the habit. This
person becomes all consumed
with his need to the point where
he will commit any crime to feed
his habit.
He further explained there are
six variables which affect the
drug user and determine what
reaction he will have. They are:
dose, potency, purity, user's
mood, and environment, user's
unique body chemistry and emotional stability.
An experimental treatment for
heroin is the use of a drug
called methadone. Reed explained it is not a cure, but a
drug which prevents the victim
from having withdrawal symptoms,
followed Reed's talk. Nevada
County Sheriff Wayne Brown
answered questions regarding
the severity of drug abuse in
Nevada county. He said the problem is wide spread locally.
Roger Sanford was the
program chairman.
In other business the Rotary
Club elected a new board of directors. They are Mike Good,
Byron Gordon, Ralph Harritt,
Howard Swearingen, Roy Killion,
Dick Merritt, Arch McPherson
and Cecil Tremewan.
