Arch M. Cant, chief counsel for the U. S. Internal Revenue Service at Washington, D. C.,, said the key to the problem is a difference of opinion between Uncle Sam and the taxpayer as to the amount of tax due. > “The minute we disagree oh tax liability,” Mr. Contrall said, “the mahinery of arriving at the correct amount is set in motion.” Mr, Cantrall emphasized the problem involves both large and small tax claims and that settlements are made in all sizes of cases by the same processes. _ The endeavor, he said, is always to reach a mutual agreement between the taxpayer and the government on the correct Ftax due in the light of all the applicable facts, laws, regulations, rulings, and court decisions. Tax Court cases, he said, cannot be settled merely because of sympathy or because the taxpayer would have trouble raising the money. : He said the public misconception that only the large taxpayers” get their tax cases settled for less arises from the fact that the large cases are more newsy and therefore find their way into the press, whereas the numerous smaller cases are ignored. A large part of the responsibility for the public misunderStanding, he said, can also be charged to the laws which forbid IRS from talking publicly about a taxpayer's affairs exept when they have become a matter of public record in a court proceediy Grass Va dent of the California Real Estate . ae } VALLEY, RED DOG, YOU BET. ‘ AND READY, GRANITEVILLE, NORTH SAN JUAN.
