Cassettari, Deputy Dis. trict Attorney The meeting was called to order at 10:00 a.m, by the Chairman of the Board, and all members of the Board were noted as present. The minutes of the previous meetings were read to Board by the Clerk and upon motions made, duly secondded and passed unanimously , the minutes were approved as read. A motion was made by Supervisor Hennessy, duly seconded and passed unanimously, directing the Clerk to publish the proceedings of the Board for the month of March in the Nevada County Nugget. The Auditor presented the Claims Register of the County showing thereon the claims due and payable as of the first day of March 1961, and a motion was made by Supervisor Bishop, duly seconded and passed unanimously authorizing the Chairman to sign the Claims Register and directing the Auditor to pay the claims indicated: duly seconded authorizing and directing the Auditor to make the necessary fund transfers. ° Margery Worth, County Welfare Director, appeared beforethe Boardand rendered the report of her depart~ment the report was accepted and ordered filed. Edward Fellersen,. rep‘resenting the Department Heads Association appeared _ before the Board and proposed a salaty ordinance amendment in regards to culminative vacation leave for county employees, and the matter was deferred. _., Clare Hughes, County Purchasing Agent, appeared before the Board and stated that the only bid he had received for the portable rock crusher, owned and declared to be surplus by the County of Nevada was from Sierra County in the amount of $1, 560.00. . Mr. Hughes then entered into a discussion on the possibility of a contract with Mr. Robert Gilberg with the County Board of Trade for the 1961 State Fair Exhibit, and the matter was deferred. Assessor was authorized to hire an additional appraiser in his department effective March 1, 1961. Upon a roll call ballot, a unanimous vote was recorded. Judge Vernon Stoll appeared before the Board.in regards to the. resignation of the Probation Department En masse, and requested the Board considera salary amendment to create the position of Probation Officer atRange 27, and Assistant Probation Officer at Range 23. A discussion ensued on the need of such code amendment and the matter was deferred until the afternoon session. Miss Elma Hecker, Treasurer, appeared before the Board and entered into a discussion on certain monies that had been deposited by her in an inactive interest bearing account, andthe in_ terest accuring to the general fund of the county. The County Clerk presented the Board with. proposed Resolytion 61-13, (a resolution declaring the Gold Flat Fire District formed anda motion was made by Supervisor Bishop, duly seconded and passed unanimously adopting the Resolution. A discussion was entered into on the preliminary budget studies for the year 196162 and a motion was made by Supervisor Robinson, duly seconded and passed unanimously, directing the Clerk to issue a Minute Order to all department heads directing said departments to file their preliminary budget with the Board for the fiscal year 1961-62 on or before April1, 1961. A motion was made by Supervisor Hennessy, duly seconded and passed unanimously, directingthe Clerk to issue a Minute Order to the County Auditor to conduct a physical inventory of the equipment owned by the County in the possession of the former county surveyor, Carlos McGuire, The Auditor w as instructed to hold the equipment intrust until such time as the new surveyor was appointed by the Board. A motion was made, duly seconded and passed unanimously, to adjourn for lunch, to reconvene at one o'clock p.m. abel SESSION: The Board reconvened at 1:05 p.m. and it was noted that all members of the Board were present. Judge Vernon Stoll reappeared in the Board Room and entered into a further discussion on the salary ordinance amendment for the position of Probation officer \ and Assistant Probation officer. Atthe request of the Chairman, the Clerk read to the Boarda portion of the report of the Grand Jury in regards toacontractallegedly awardedto Carlos McGuire, and the District Attorney being present stated that the rgport is not factual as it is written. Mr. Berliner stated that the Board action taken upon the issuance of the Minute Order was perfectly legal and proper. » Judge Vernon Stoll, present in the Board room, felt that the Grand Jury should file asupplemental report to clear the records. This being the time heretofore set for a public hearing for the proposed zoning of the Tahoe Truckee Airport District, the proposed ordinance creating the area was read in its entirety to the Board by the Clerk. The Chairman asked if there were any persons in the audience in favor of the proposed ordinance, there being none, the Chairman then asked if there were persons in opposition of the proposed ordinance. Mr. Alvin Waddle from Auburn protested the penalty placed on the owners on natural growth trees in the proposed airport zoning. A discussion ensued with the Board, Mr. Jones representing the Planning Commission and Mr. Waddle and the hearing was continued until March 15, 1961 at 2:00 p.m. Mr. H.J.
