Freeway Tour Flops In Grass Valley
Because Officials Can't Find Traffic
A group of top level state highway officials came to Grass
Valley last week tosee the traffic
congestion and view the first hand
the need for immediate construction of the Grass Valley segment
of the freeway.
There was notraffic in town that
day.
Redfaced city officials and local
citizens gathered with the state
officials for dinner last Thursday
in The Office and all the banter
centered on the dearth of traffic.
Grass Valley Chamber of Commerce President Earl Covey
presided at the dinner meeting
attended by more than 50 state,
county and city officials, and
business representatives of the
Twin Cities area,
Willard Warren, Engineer for
District LII, told the group the
state was a leader in highway
construction because of good
legislation and other states were
following the lead. He said the
fact that both Senator Paul J.
Lunardi and Assemblyman Gene
Chappie were present at the
session pointed this up.

He said the California Freeway
system would have been completed by 1985, but there has
been conflict with the federal
Interstate and Defense road program which has been super imposed over the state system,
He noted this isa good program,
but it has sent the state's freeway
and expressway program “info a
tailspin financially." He said
there are many deserving road
projects, but they can't be financedon the basis of interstate
needs,
Warren told the group he had
encouraged the local city officials
to contact their representatives
and since the last meeting in
Grass Valley his office has started
concentrating their efforts from
the middle section of the freeway
to the Grass Valley segment.
He said the district office is
“changing the broad pattern to put
emphasis on Grass Valley in the
hopes that some money will turn
up.”
John Erreca, Director of the
California Department of Public
Works, told the gathering they
should not be tooconcerned about
the lack of traffic shown to the
visiting dignitaries.
He noted that they were not
taking everything into consider.

Erreca said the state had its
traffic count figures and “I will
recommend to the Highway Commission that we get this phase
next on the priority list.
“I will also see if wecan
advanceit,” Erreca said. “If we
can steal a few dollars andno one
screams too much, you may get
your freeway job a year ahead of
time. "
"It is my personal promise that
Iwill certainly try to advance this
program. “
Assemblyman Gene Chappie
said the thinking of the state
officials had been changed and it
would now be upto Senator
Lunardi and himself to get the
financing for the Grass Valley
freeway segment.
Lunardi said he realized the
difficulty of finding highway
funds, but if Erreca brings the
matter before the Highway Commission anda priority is established, he and Chappie will
work on the financing.
Jack Peddy, project control
engineer frqm the office of State
Highway Engineer Jasper Womack, said the state engineer
concurred with Warren's recommendation on the project and he
would report the proceedings of
that day and evening to the state
engineer.
During the question and answer
period, Bob Stevenson, owner of
Cal-Nat Airways based at Loma
Rica County Airport, said he knew
the reason why there was no
traffic in town. He was flying
the drivers out of town,

Blamed For Deficit

Nevada Cit y Councilmen discovered Monday night that the
city is moving rapidly toward the
deficit side of the ledger to the
tune of some $11,000,
This isnot as badas it seems for
the city has some funds it can use
if necessary to cover the deficit.
What is alarming is the fact that
the one of the main reasons for
this deficit situation is approximately $19,000 in errors made
last year when revenue estimates

here, and City Manager-Heary-Roese warned the city council this
week that errors in making up the current budget and improper accounting of funds has put the city in the position of facing a deficit
before the end of the fiscal year.

Nevada County Board of Supervisors received the 1964 Grand
Jury Report Tuesday, made a few
surprising discoveries and read
some suggestions that they have
read many times in the past.
In general Nevada County is in

Named To Assistant
County Counsel Post
Brian Bishop of the Grass Valley
firm of Todd and Bishop was
named last week as the deputy
county counsel, The part-time
job pays $500 per month,
Bishop's law partner, Leo Todd
wasnamed asthe County Counsel
at the April4 meeting of the
county board of supervisors, He
replaces Mrs, Dean Lawrence who
resigned,

“A pleasant surprise, " was the
Welfare Department's description
of the controversial AB 59, The
report states AB 59 “has not been
anywhere near as costly as had
been feared and it has aided in
placing welfare recipients in
employment of various kinds thus
taking people off the welfare

Grand Jury members strongly
urged salary increases for local
policemen, They cited the loss
of 11 men in one year in Grass
Valley due to low salaries.
Two of the newer items reported this year were: (l)a
recommendation for the appointment of a subdivision investigator
who would be assigned to the staff

budget.
This all came out during a discussion of making improvements
to A Street. City Manager Henry
Roese warmed the council that the
proposed expenditure of $400$500 for the street might not be
a good idea at that time because
of the financial status of the city.
Asked for details he noted the
city has approximately $63,000
in revenue tothe end of the fiscal
year and approximately $74,000
in expenditures. He noted that
this $11,000 deficit could be
covered with funds from the sale
of securities held by the city and
from the Gold Reef Fund which
together would amount to about
$15,000.
Roese pointed out that the main
reasons for this financial situation
was an error of approximately
$19,000 in estimated revenue in
the budget. The budget in question was prepared by former City
Manager Charles Smith and
called for a cut in the tax rate.
Another big item Roese said was
a misuse of state gas tax monies
in which a street project was
started and funds expended before
the state approved the project.
The state never did approve the
project and is now requesting that
the $7,500 expended on the project be repaidtothe gas tax fund.

Automotive parts dealer, ArchBrooks, lost the election, but won
the vacant seat on Grass Valley's
City Council,
In a special executive session
after the regular meeting Tuesday
night, Brook's name was proposed
to fillthe vacancy created by the
resignation of Margarette Brown
Meggs. Brooks was unanimously
selected to fill the two-year term,
He was recently fourth in the contest for three vacancies on the
council,
Charles P, Fraker resigned from
the City Planning Commission
and Dexter Rush was appointed to
fill this position,
Councilman Dick Hales said he
had been approached by members
of the Softball Association to ask
that permission be granted Paul
Hardeman Co, to tear down the
present backstop at Memorial
Park" softball diamond, and replace it with chain link fencing,
at Hardeman's expense,
The Association also asked for
permission to demolish the old
grandstand and replace it with
bleachers from Hennessy School,
