He said he had not yet completely discovered all of these or the reasons for them, but there seemed to be some confusion about to what budget areas these interest monies should be credited. In addition to this, Roese and Howard noted there were some $25,000 in extra unbudgeted expenses, There include expenses for freeway utility relocation and inventory On hand as a result of this work, installation of the Gold Run sewer line, under-estimating on the cost of the Ott's Assay Office parking lot, a starting deficit in the sewer fund and a general fund deficit. The $19,000 in over estimated income, the 500 in misused gas tax monies ahd the $25,000 comes to a total of $51,500. This the $400 -$500 expenditure for the $51,000 plusnormalcity expenses A Street improvement although to the end of the fiscal year make —itlatervoted to spend $100 on up the $74,000 in anticipated expenses causing the possible deficit. It should be pointed out that a portion of the $25,000 in unbudgeted expenses may not be expended before the end of the fiscal year, This would have the effect of reducing expenses and reducing the possible deficit. Councilman Beryl Robinson questioned Roese aboutthe financial straits of the city. “What is everyone going to do on the city payroll," he asked, “while we sit up here and twiddle ‘our thumbs? The payroll is running about $11,000 a month, " “just told you, " Roese replied, “we had the money to cover it, but we have to watch our ‘expenditures, Iknow you are trying to make some sort of point, but I don't know what it is. " The council apparently got Roese's point for it turned down General Plan Subcommitties Meet To Discuss Progress With Chairman The chairmen of the nine subcommittees of the Citizen's Advisory Committee for the Nevada County general plan program met May 6 to review progress with general chairman Robert Paine and planning consultant Robert Cook of Williams, Cook and Mocine. Paine said this week that he was quite satisfied with the progress of the sub-committees. All of the sub-committee chairmen reported good attendance to their meetings, and indicated growing interest and enthusiasm from their committees as they began to explore their assignments more deeply. Review of revisions to the study outlines was the main purpose of this meeting. Each subcommittee had received a “text book” outline from the consultant at the first meeting of the full committee on April 20, and since that time each sub-committee has been discussing and rewriting its outline in its own terms to fit Nevada County's special needs. Therewas a friendly and lively free interchange of ideas between the committee members and Cook, who complimented the committees for outstanding thought on their assignments. Each sub-committee w ill now proceed to make a preliminary report of policies, goals and objectives for the subjects covered by its outline to guide the making of the general plan. These preliminary reports, togetherwith any minority reports, are due June 1. They will then be reproduced by the Planning Department and distributed to all
of the 134 member Citizen's Advisory Committee. The city has been chided by some in recent weeks for hiring Howard and engaging the services of a consulting engineer. The council went into executive session atthe April 12 meeting then , returned for several hot exchanges before voting to retain Howard for an additional three months.
