The Legislature, having been
in session four months without
solving any major problems, it
is fitting that someone inject
some humorinto the
proceedings.
For that we can be indebted to
Assemblyman Mike Cullen who
has advanced the notion that the
‘state should move its capitol.
Cullen hasn’t disclosed where he
would relocate the seat of
government. At the moment he
is merely seeking some support
to pull out of Sacramento, a city
he feels is unfriendly to the
lawmakers.
It could be that, as a retired
navy captain, Cullen would
favor his hometown of Long
Beach. That city can lay claim
to having the largest municipal
navy in the world by virtue of
its ownership of the Queen’
Mary. It also has started a
‘nucleus of state government
within its boundaries by
prevailing. upon the State
College Trustees to locate its
headquarters there. This was
done without authorization and
without capital outlay appropriations from the
Legislature.
‘Cullen. says his proposal is
appropriate at this time since
the state is about to embark
upon the rebuilding of its century old Capitol to make it
earthquake proof. This is being
done despite the fact that, since
such records have been kept,
“Sacramento has been virtually
unaffected by earthquakes. And,
‘if te is to build an eare proof new Capitol it
would hardly then matter if it
were located in Long Beach
which has been the focal point ofseveral large scale earthquakes
in the state’s short history.
Besides, if the Queen Mary or
some discarded battleship were
converted into a Capitol it would
be immune from quake damage,
as long as it remained afloat.
In fairness to Cullen, he hasn’t
mentioned Long Beach or the
Queen Mary or even a discarded
heavy cruiser. He has talked
about some place more centrally located, such as
Mariposa.
The idea of locating capital
cities ‘‘centrally” evolved in the =
founding of this nation from the

we have Washington D.C. as we
have Sacramento, established in
locales which were at the time
regarded as being equi-distant
to the majority of the people.
Time has changed all that and
the nation’s capital today would
nore appropriately meet that
test if it were situated in perhaps
Chicago.
As for California, Fresno
might be closer to being the true
population center. It is also
fairly close to being the
geographical center. But, it is
almost as certain as Foolish
Pleasure in the Kentucky Derby
that, once it was agreed to
dislocate the state Capitol . it
would end up somewhere near
Disneyland, give or take 2
miles in any direction.
It was this very fact which
obstructed the removal of the
seat of government from
Sacramento back in the 30’s: At
that time Samuel F.B. Morse,
the ‘“‘duke’’ of Del Monte, was
possessed of the dream to
restore Monterey as California’s
capital city. To this end he offered a choice hillside property
overlooking Monterey Bay as a
gift if the state would bring the
Capitol back. Legislation was
introduced ‘several times by
Senator Edward H. Tickle,
landlord of the Carmel
Highlands Inn. Each time, as
Tickle’s bill gathered support,
the ugly spectre of it ending up
in Los Angeles was raised to
defeat it.
The thing was that it would
have been an easy matter in ~
those. days to relocate. Aside
‘ from the‘old Capitol itself, state
government was contained in
only two other major buildings.
Today, the Capitol has been
expanded to four times its
original capacity. Three high
rise structures and a dozen other
monumental buildings dominate
the city to house state
operations. The building costs
alone rule out any serious
thought of moving state
government elsewhere.And old Sam Morse and Ed
Tickle must be rejoicing in their
graves at the good fortune of
Monterey to have escaped being
saddled with the goliath which
has become state government.
Although the Monterey peninsula has not stood still in growth,
it remains today. one of
California’s scenic wonders
unmarred by the influx of
government workers whichhave expanded Sacramento into
a metropolitan area of more
than a half million.
Cullen may be right in
thinking there might be better
places for the.state Capitol than
Sacramento, the question is who
would want it today? With the
environmental impact studies
now required for the establishment of any new projects,. it
would never pass muster in any
locale, not even Death Valley.
And the original test for
locating Capitols, that of being
convenience in relationship to
travel, is no longer a valid
measurement. Today’s jets will
get you anywhere in the state
faster than they can call the
Senate roll.
