The Knotty Problem Of Roads

All of this creates not only
road building and maintenance
problems, but also adds to the
already difficult sanitation problem. ~
One only has to stand on any
of the narrow rocky roads above
the lake and see another house
and septic tank going mn to realize this problem, What comes
Out of a septic tank always goes
down, never up and in that area
down means it eventually goes
into the lake.
“T hese people are trying to
help themselves, “ Public Works
Director Jack Meade told the
group as they stood around looking at a washed out portion of a
new subdivision road. “They
are making the necessary improvements of road and drainage
through assessment district proceedings. “ ;
But it was evident all around
the lake that the property owners,
and in the long run, the taxpayers all around the county,
could have been saved a lot of
grief, time and money, if the
county had proper planning regulations, road standards and inspection staff available when all
of this started. If this had been
available, the multiplicity of
assessment districts in the eastern end of the county which cost
the property owners money and
the county staff a lot of valuable
time that could be spent elsewhere, wouldnot have been necessary.
Under the existing situation,
the people have no ozher choice.
While the county now has
many of the things which would
have helped these people if they
had been available such as a
subdivision ordinance, road
specifications, a county engineer and road inspections, one
of the things which was a major
cause of the situation around the
lake today still exists,
This is the problem of private
roads, The county planners and
the county board of supervisors
are still allowing new subdivisions to goin with private roads.
These are proposed under a variety of arrangements but the
most common is the private corporation. or improvement association which is charged with
maintaining the roads,
This system works, Pla-Vada
Woodlands Estates off old Highway 40 has had such an association for several years and it has
kept up the roads to the standards
desired by the residents.
But Saturday, as the bus passed
this subdivision, County Planning
Director Bill Roberts said his office isnow receiving inquiries
from property owners about procedures to bring the roads into
the county system. “Not from
the Association,“ Roberts said,
“but from the property owners. ”
The private road association
works so long as there is someone who is around andis responsible for making sure the
roads are graded, oiled and
patched, Once that moving
force is gone, the association
collapses andall the people who
said they wanted privacy and
private roads are suddenly down
at the courthouse looking for a
way for the county to bail them
out.
Things are being done in the
eastern end of the county. A
multi-million dellar sewage system is proposed for the Donner
Lake and Truckee area. Roads
are being improved through the
for mation of assessment districts. Peoplé are working now
to correct a mess that could have
been prevented by proper regulation and enforcement.

that may or may not carry the
load of fire equipment, and
lack of room to plow and store
snow are all familiar scenes
around the lake,
But there are good subdivisions
going in too. Wide, well paved
roads, hydrants, gutters and
berms to cut down on erosion
can also be found. The people
who will move into these subdivisions are lucky.
For those who bought years
ago, they will have to come up
with some more money to correct someone else's mistakes,
