Amaral prezoning, annexation approved by council
Prezoning and annexation of
Frank Amaral’s 28 acres north
of Nevada City were approved
aad by the Nevada City coun¢c
The acreage was prezoned for
limited industry, 18 acres, and
three small parcels totaling 10
acres were prezoned for multiple family dwellings. The vote
for prezoning was four to one
with Arch McPherson the no
voter,
The.vote to annex the property was unanimous, Both the
prezoning and annexation go into
effect in 30 days, ‘
After thé second reading of
the ordinance for prezoning but
. before the vote Mayor John Rankin asked city attorney William
Wetherall if controls on the type
of business or architecture controls could still be placed on the
‘property. Wetherall said "noton
this area if you pass the prezoning tonight,"
Wetherall said it was
"anomalous" to place architectural controls on a limited industrial zone, but such controls
could be place on local business
zones,
Councilman Bob Paine urged .
the council to continue discussion of controls for zoning and
"not let the matter drop, I do
not like to give blanket authority as we've done tonight.”
Paine and McPherson were
appointed as a liaison committee
to work with the planning commission on changes and more
controls on the zoning ordinance,
Amaral was asked if the silversmith was still going to build
on the newly annexed property.
"We're still in escrow," Amaral
said, "The man is annoyedat the
delay, and I don’t blamehim," he

The council and Fellersen
eed on a monthly rental of
175 for the six months period,
The city’s lease with the state
for the armory runs until the
end of 1971, After that time,
"and we'll know in August or
September," Paine said, the armory will become the permanent
property of the city or revert to
state ownership,
Fellersen ,said he would ne‘gotiate with the owner for use
of the building next year, "whoever that is,”

mory, city manager Beryl Robinson Jr, Said. He said some
groups have reservations for the
armory into the fall months
when the students will be there,
He said he felt sure all groups
could be accommodated,
Mayor Rankin was authorized
to sign the final application to
the Economic Development Administration for a federal grant
to build two parking lots, restore Ott's Assay Office and
place gas lights in Nevada City.
The city’s 20 per cent share of
the project would be $28,000
with the total project approximately $144,000,
The council also approved
spending the $28,000 from undistributed reserves, "We have the
money in the budget," Robinson
teld the council,
If EDA approves the project
Nevada City will have two new
parking lots, one on Nevada
Street and one behind the National Hotel, $25,000 will be
spent on restoring Ott's Assay
Office and the city will have 44
_ to 46 gaslights on Broad Street,
placed 50 feet. apart,
Paine suggested that Ott’s be
used as a public information office and that the Nevada City
Chamber or Commerce be
housed there, He also asked ap‘proval to appear before the supervisors today to suggest that
the county chamber be housed in
the historic building. Approval was granted for Paine to speak
to the supervisors at today’s
meeting. ,
Underground utilities will be
placed on Broad Street in August, Robinson told the council,
and Broad Street will be resurfaced, hopefully in September. If the EDA grant is approved
"the town will be chaos for a few
months," The council agreed "it
will be worth it." Paine said he
had heard only oné complaint
about the proposed changes and
chaos, "and he has a back entrance to his business so would
not be inconvenienced," ;
‘McPherson reported that he
attended a recent planning commission meeting and a tentative
ordinance change was prepared
to allow one advertising sign
per national or regional dealership or franchise for any businessman whose signs are visible from the freeway. The
change would limit the number
of signs to four per owner and
the owner must have at least50 feet of frontage for each’
dealership for franchise,
The council felt the change
lacked. mention of sign height or
size and authorized McPherson
to attend the Thursday planning
commission meeting to urge a
more specific ordinance change
recommendation,
The public works department
was authorized a new truck at
Monday's meeting, the first new
