In Contest
NEVADA CITY --Hope
Snider, Nevada Union High
School senior, will receive
a large trophy tonight as
winner of Sunday's Lions
District 405 student speakers’
contest,
Miss Snider, daughter of
Mr. and Mrs, Marion C,
Snider of Murchie Rd., will
be a guest with her parents
at tonight's Nevada City
Lions Club meeting at Faups.
Al Saldana, Newcastle,
member of the Auburn Lions
Club, will be on hand to
present the trophy.
Sunday's speaking contest
at Woodland had been
termed a "Virtual tie" after
judges spent more than an
hour in trying to interpret
the contest rules in relation
to the specific contest.
A telephone check Monday morning with Lions officials in California and Nevada supported an interpretation of the rules which
verified Miss Snider's victory.
Under ordinary circumstances in Lions speaking
contests, the three’ other
speakers w ould have been
listed as tied for second
place, but at Woodland the
“virtual tie" for first place
made it obvious that second
place went to Craig Milne,
Placerville student at El
Dorado High School,
Miss Snider will compete
May 26 at Sacramento.

a spot in the final contest.

teacher" and named the retired high school chorus
teacher, Marian Richards
Libbey, “Citizen of the
Year."

National Hotel after dinner

fitting for the career ofthe
honored guest. Following
introductory praise fromR J.
Polk, president of the historical society, and from
Master of Ceremonies John
L. Larue, a girls’ ensemble
from the Nevada Union High
Chorus sang four numbers
under the direction of Don
Baggett.

for the quality of teach ng,
the discipline and the respect and love which her
students have exhibited to
her through her years as a
teacher in Nevada County.
He cited the numerous
activities in which students
of Mrs. Libbey exhibited

Thompson Hainer, a former
student of Mrs. Libbey now
seeking a professional career in the field in Los Angeles.
Cedric S. Porter, former
minister at Trinity Episcopal Church, added more
praise to the musical talent
of Mrs. Libbey in expressing
the thanks of the community
for her work with the church
choir.

NEVADA CIT Y---Many departments in the city were
in very bad condition when
City Manager Charles Smith
took office two months ago,
the city manager tolda large
luncheon gathering of Nevada City merchants Friday.
He said the city had been
dumping raw sewage into
Deer Creek and that the
State of California had ordered the city to correct the
situation,
City Manager Smith did
not say whether the raw sew=
age problem involved the
city sewage plant, although
he did state that the plant was
wasnotintopshape. He did
reveal that the city has corrected a leaking sewer main
from which sewage had been
going into Deer Creek.
RealtorJoesph Day congratulated the city manager for
fixing the leak, which he
said had been reported to the
city ten months ago.
The city manager said the
water system was in poor
shape, too. City lighting
also is below standards, although the city council will
consider a master plan for
lighting at itsnext meeting,

City Manager Smith drew
the praise of merchants for a
program which he initated-the washing of city streets in
the downtown area--and the
city administrative head
continue to be cleansed.
The first thing people notice when they arrive ina
city is whether the place is
clean, City Manager Smith
said,
While speaking onthe
water system, the administrator said the city hopes
to improve its reservoir
system and is nowinthe
process of establishing its
water rights on Deer Creek.
‘I don't think it will be
necessary to bond the city
for water improvements, ”
he said, indicating thata
"slight" increase in water
rates can take care of improvements.
The city manager indicated he favored an increaseinthe price of swimming at the Pioneer Park
pool and in the rental fee for
use of Seamans Lodge in order to finance improvement
of the pool and meeting
place.

Penn Valley Rodeo and Barbecue Sunday, sponsored by
the Penn Valley Volunteer
Fire Department.
The crowd overflowed the
arena stands and many enjoyed the events standing along the fences.

Firemen Pay
Respects To
Robert Carr
NEVADA CITY----Nevada
City Firemen, paid final respects to a former chief of
the volunteer fire department Monday, forming an
honor guard at the funeral
of Robert E, Carr, Sr., who
had been the oldest past
chief of the force.
Mr. Carr, father of Nevada City Mayor Robert Carr,
Jr., died suddenly Thursday
night while visiting at the
Nevada City Hall fire department quarters.
Mr. Carr had served as
chief of the fire department
in 1922 and 1923. He had
managed a Nevada City store
and was active in civic affairs.
A native of Nevada City,
Mr. Carr was past exalted
ruler of the Elks.
In addition to Mayor Carr,
Mr. Carr is survived by his
wife, Mae, a daughter, Mary
Lee Jones, Nevada City, aud
five grandchildten.
Rosary services were conducted Sunday nightat Bergemann Funeral Chapel.
