Within Nevada City Limits
NEVADA CIT Y---In this’
mountain community the
dog's right to roam is unchallenged.
Recent action by the Nevada City Council in rejecting
one. proposed dog licensing
ordinance as too restrictive is
proof that this is a mighty
fine dog's town.
But even members of the
city couniéil have indicated
thatthere are some excesses
towhich certain canine residents can try the temper of
the town's population.
A national survey of dogcontrol officials(that'sa new
name for dog-catcher) was
recently made by the Purina
Pet Care Center in St. Louis.
Nationally, the most fre“quent complaint against dogs
was their running loose.
Well, that complaint just
won't hold water in Nevada
City. That's a dog's privilege.
But there are some other
suggestions from the Center
that might aid Nevada City
dog owners in making their
pets even better neighbors.
After all, it's not the
roaming that causes most of
the complaints, it's the
soiling of yards and tearing
of lawns and flowers.
A dog isn't born with yard
manners and probably has no
‘idea the neighbors will object to his activities. Or, if
he knows from painful experience that they do, he
doesn't understand why.
So, the solution is up to
you. Walkhim and don't let
him roam.
When you take your dog for
his walk, make sure you follow some simple rules which
will very soon become good
habits.
One rule is to curb your
dog. It's an easy matter to
draw your dog to the curb
when he’s about to relieve
himself,
Many cities have laws
which claim public right
overthe lawn between sidewalk and street. That area is
usually called the tree lawn,
But the property owner is still
required to keep the area
neat and clean. Dog owners
who allow their dogs to soil
the tree lawn may be within
the letter of the law but they
certainly aren't within the
spirit of good neighborliness.
A second basic rule is to
teach your dog towalk quietly at. heel, Teaching: your
dog to walk quietly by your
side eliminates all sorts of
trouble, It means. your dog
won't jump on people, won't
scratch or ‘frightenthem. It
_means he won't lunge at
other dogs.
The daily walk will turn
into a treat for both of you
instead of a chore for you
anda disciplining session for
your dog.
Chasing cars and bicycles
may seem like a game to
your dog -but it can bea
deadly game, His very life
is at stake, andhe can easily
cause serious accidents,
Teach him that he must
never, never chase any vehicle,
If you desire, train your
dog to stay within the yard.
It's best to start when he is a
puppy. Put a strong, lightweight cord on the dog and
ask someone tocall him from
outside the yard, or to walk
anotiier dog past him. Then,
when your dog leaps in pursuit, let him reach the yard
limit, then pull back hard on
the cord and cry “no!” Repeat this procedure again and
again on all boundaries of the
yard.
When youare sure the dog
understands his yard limits,
remove the rope and repeat
the same procedure. This
time when he goes outside
the limits, scold him and
chase him back intothe.yard.
Once he is back in the yard,
pet him, saying "good dog"
to teach him that he will
have your approval as long
as he stays within bounds.
A similar method works
in teaching your dog not to
chase cars. Again, use a
long rope, and enlist the
cooperation of someone with
acar. Asthecar goes by and
your dog starts to chase it,
yank him back and scold
him, Remember ‘scolding or
light punishment will do your
dog noharm, a car may kill
him.
A few hours training your
pet will add years to your
enjoyment of each other's
company -and you won't
have to worry about the
"dog -control official”.

Congressman Harold T. Johnson of the Second, mountainvalley counties, district today announced June 1 would
be the deadline for young
men to apply for preliminary
examinations, for appointment to the. various armed
forces service academies.

and Merchant Marine Aca.demy classes entering inJune
1964.At the present: time, the
Second District quota for Air
Force Academy appointments is filled, but Congressman Johnson suggested

change. The Coast Guard
Academy appointments are
handled directly through the
Coast Guard.

that the most equitable system for handling nominations is on the competitive
bases which gives each applicant the same chance for
a final appointment," Congressman Johnson said.

CITY OF NEVADA CITY,

» The City Council of the
City of Nevada City does ordain as follows:
Section 1. Section 2 of
Ordinance No, 271 is amen-ded to read as follows:
Section 2. Regulation of
Dogs.
(a) All dogs within the
corporate limits of the City
of Nevada City must be licensed in accordance with
the provisions of Section 1
of this Ordinance.
(b) No dog shall be allowed within any food establishment, such as a cafe or
restaurant, grocery or fruit
store, or meat market.
(c) The owner of, or
person responsible for, a dog
which has bitten any person,
shall surrender such dog immediately to.the poundmaster or to a licensed veterinarian who shall impound
and keep such dog for the
period necessary to determine whether or not the dog
is suffering from rabies. If it
shall be determined that the
dog is suffering from rabies,
and by reason of such disease is dangerous to persons
or to animals, the dog shall
be confined until death ensues, Ifthe dog is not so diseased, It shall be released to
the owner thereof, or person
responsible for it.
(d) Every dog owner,
after his dog attains the age
of four months, shall at such
intervals of time not more
often than once a year as
may be prescribed by the
State Department of Public
Health procure its vaccination by a licensed veterinarian with a canine anti-rabies
vaccine approved by and in
the manner prescribed by

kept under physical restraint
by, the owner, keeper or har“borer. Nothing herein contained shall be construed to.
prevent the sale or transportation of a puppy four months
old or younger. :

shall, upon demand of the
poundmaster, show such dog
to the poundmaster.
Section 2, Section 3 of
said Ordinance No. 271 is
amended to read as follows:
Section 3. Impounding
of Dogs
(a) There is hereby established the office of poundmaster of the City of Nevada
City. In lieu of the appointment of a poundmaster, the
City may contract with the
City of Grass Valley for the
joint operation and maintenance of an animal shelter or
public pound and for the administration and enforcement of this ordinance by
the poundmaster or pound
man of said public pound.
Any such contract which is
in force onthe effective date
of this ordinance shall continue in force, andthe
poundmaster or pound man
referred totherein shall have
all of the functions, powers
and duties conferred by this
ordinance upon the City
poundmaster.
(b) All dogs which are
in violation of this ordinance
are hereby declared to be a
public nuisance and a menaceto the public health and
safety, and it shall be the
duty of the poundmaster to
apprehend and impound all
such dogs, and also, uponrequest of the Chief of Police,
all dogs which are in violation of the provisions of Ordinance No. 278 of the City
of Nevada City. It shall be
further duty of the poundmaster to post publicly at
the pound and at the City
Halla description of all dogs
which he has impounded in
accordance with the provisions of this ordinance.
Section3. This ordinance
shall take effect thirty (30)
days after its final passage,
and the City Clerk shall
cause this ordinance to be
published once, within fifteen (15) days after its final
passage, inthe Nevada
County Nugget, a newspaper
of general circulation published and circulated in the
City of Nevada City.

Council of the City of Nevada City, California, on the
13th day of May, 1963, by
