The Nevada County Nugget Wednesday, May 24, 1972 1] State to need 250,000 SACRAMENTO -During the next eight years, California will have to generate 250,000 new jobs annually primarily to employ the young citizens coming into the job market, the California Taxpayers' Association said today. In 1960 there were 3,313,000 Californians in the 18 to 34 age group and by the 1970 census there were 4,930,294 in this bracket. By 1980 the population forecast is for 7,000,856 Californians in the 18 to 34 age bracket. The baby boom which has created problems in schools (these are now hitting high schools and colleges) will move into the employment market and California may be ill prepared to meet this challenge, Cal-Tax. said. By 1980 Cal-Tax projects a need for 2 million more jobs in California. To meet this challenge several factors are essential. / First of all there has to be a better understanding of the part government can play instimulating the economy. Governmental activities which restrict industrial development through heavy taxation or regulations which make other states more favorable investment sites must be discouraged, Cal-Tax said. Secondly there has to be a better understanding of new facnew jobs each year tors which are essential to economic growth, One of these is energy. Energy is now the dominant factor needed for industrial growth and development. This means Californians must become concerned about new sources of electrical power generation. Basically all of the hydroelectric potential of the state has been utilized and the new growth will have to be through petroleum or nuclear generating plants, Any measure which interferes with this development will also have multiplying adverse effects upon the state's economy. Proposition 9 on the June 6th ballot is one of these measures which proposes to ban nuclear power plants and severely cur‘tail petroleum production, but there have been other proposals made in the past, Cal-Tax said. Thirdly Californians must recognize the need to halt environmental pollution. This means the economy has to be stimulated so it can meet the employment demands and also provide the billions of dollars needed to control water, air and solid waste pollution. Measures which are aimed at pollution control must provide for orderly control without reversal of growth. They must also recognize the need for financing environmental improvement. George H.
