First they were told by state officials that improvements would have to be made to both the Sugar Loaf Reservoir water system and the city sewer plant or the state officials would be unable to recommend renewal of the city’s permit to sell domestic water. Both jobs willcost a sizeable amount of money. On top of this, the council which is already facing a financial bind, was told by City Manager Henry Roese that the budget for the next fiscal year which he is in the process of finalizing, willbe even tighter than the current operating budget. Frank Phillips of the Bureau of Sanitary Engineers, State Department of Public Health, said he had been checking both the Sugar Loaf Reservoir and the Sewer Plant for several months, He said the reservoir is so large that it is impossible to get the properchlorination and asa result in seven out of eight months checked in 1964 the water did not meet U. S. health standards for domestic water. Several suggestions on how the situation
could be remedied were made andallwould cost money. Pressed for a figure, Roese said $10,000 could easily be spent on the project. . Onthe matter of the sewer plant, Phillips said because of the growing downstream use of Deer Creek water, the sewer plant operation no longer meets the requirements because of lack of facilities for proper chlorine contact time with the effluent being dumped into the creek, He said this could be remedied by increasing the chlorine dose, but this would probably kill the fish in the stream, Roese recommended a series of holding ponds, but noted they would have to be built at least a half mile from the plant and the effluent would have to be piped there. Again, in a very rough estimate, he figured this job could cost in the neighborhood of $10,000 to $15,000. Faced with the prospect of losing their water permit, the council approved a motion directing Roese to obtain preliminary engineering studies and cost estimates on both projects. After an informal public hearing of residents of Park Avenue and Nimrod Streets, the council voted to go ahead with the rebuilding of Park Avenueto a 40 foot width and Nimrod Street to a 32 foot width, Sidewalks contemplated for the improved streets had to be abandoned for lack of funds. Winters (right) is shown here with Charles Sailor of Rough and Ready last Friday obtaining a fishing license from Barbara Peters at the Alpha Store, A picture of the results of the trip is on page 19, County Planners Grant Use Permit For Dancers At La Barr Meadows A one, year use permit was granted to James and Beverly Hildreth to operate a dance hall at the La Barr Meadows skating rink by the Nevada County Planning Commission Monday night. The Hildreths presently operate the skating rink under restrictions established by a use permit previously granted by the Commission, Despite objections from 26 surrounding home owners in the form of a petition submitted by Gordon F, Rowe, the commissioners, on a motion by Commissioner Francis Longo, granted the permit subject tothe restrictions that only one Saturday night dance a month be held, that a 12 p.m. curfew be established, and that the restrictions in force for the skating rink be applied to the dance hall. Hildreth assured the commissioners that adequate control of teenage dances would be established, but the commission reserved the right to review the permit in one year, In other actions, the commission granted a use permit to Alfred F, Tucker for operation of a 10-unit motel at the former Indian Mountain Ranch Resort, andissued a use permit to the Napa Ski Club near Truckee to expand their lodge facilities providing that adequate parking for eight additional cars be established, and that sewage facilities meet county health standards. Use permits also were approved for Richard E. Mehrkens to construct and operate a wood processing plant on the north side of Brunswick Road in the Glenbrook district provided that state and county health and safety regulations be met, and for the Truckee Auto Service to operate a commercial garage in Truckee, with the stipulation that no auto wrecking is done, and that the use permit is limited to the terms of the applicants lease. A final map of Alta Sierra Estates Unit Six was approved, and a tentative map for Prosser Pines Subdivision north of Hobart Mills was also approved, subject to approval of water and sanitation facilities by the county health department. The Confusing Ways Of The Exception Nevada County Planning Commissioners became entangled in the growing problem of exceptions to the county's subdivision ordinance at _ their meeting Monday night. Some of the commissioners did not like the position in which they found themselves, In one case, the commission denied a petition for exceptions to a subdivider and in another recommended to the supervisors that a petition for exceptions be approved, In the first case, a petition for road exceptions for Preston Wright's Mother Lode Country Estates on North Bloomfield Road was denied, The petition asked for exceptions to the ordinance in regard to surface and width of pavement, The planning commission had a letter from the state division of forestry stating the narrow, one entrance road would be a fire hazard, Commissioner B ert Livingston said, “This is a new subdivision, It is time the new subdividers lived up to the subdivision ordinance, Some subdividers feel that this is an exception committee, but it is about time it became a planning committee. " The planning commission and the supervisors have been approving a string of petitions for exceptions over the past several months in the cases of subdividers cited by the district attorney for vAolations of the State Map Act.
