The state design engineer explained that the original . state plan was based on the idea of feeding traffic into the downtown area with a full interchange at Broad St. The DeLeuw, Cather plan heightened the community scenic value of certain areas and buildings downtown and made use of more wall con. struction on the freeway to preserve these areas and structures, Warren said. _ Underthe DeLeuw, Cather plan, Warren said, the state would widen Sacramento St. and improve portions of Coyote St., requiring all or parts of 14 additional parcels of land in the city. In answer to a question, Warren said that some area for parking would be available under the DeLeuw, Cather plan that would not . be available under the state's eties, and if not taken AI e them, then offered to th public at auction. Warren refused tobe drawn into an expression of his personal preferences, pointing: out tothe council that it was forthe community to determine its own values and to pick the design of its choice. He also brushed off a question ontheinitial cost of the various designs, saying they were very close to the same cost. Paine pointed out that Plan C seemed to save the atmosphere of the community and at the same time offered the . ramps that merchants demanded. Councilman Brickell also noted that Plan C seemed to satisfy the demands of merchants and those with other _interests, He called it a “very good compromise” and moved for its adoption. Councilman McPherson seconded the motion. Eddie Furano asked, “Councilman Brickell, how by which 4a freeway driver can get to an area where he can find a parking place to do shopping. But although he believed that his firm's plan would bring less congestion toBroad St, , he refused to state it as a fact because “it can't be proved". Jamart saidhe had “no objection” tothe ramps provided on Plan C, Mrs. Jean Worth, owner of the National Hotel, warned that without the annex the hotel would not be able to continue to operate. "If the hotel means anything tothe city at all,” she said, then the city should adopt either Plan C or the DeLeuw, Cather plan. Sven Skaar reviewed the historical significance of Ott's Assay office and the South Yuba Canal and Water Company office, and backed Plan C because it would save ‘the buildings and satisfy the merchant plea for Broad St. ramps. #3 . Hart assured Councilman Barry that Plan C would not delay construction. Money is expected in the next fiscal year and construction is expected to begin in the Spring. Mayor Carr asked if there was anyone present with objections to Plan C. There
