Commander, Beale AFB, in a change of commander ceremony

Several startling statements were made in the
last Board of Supervisors meeting in-regards to
the county's responsibilities of treating indigents and itinerants at, tax supported hospitals.
Supervisor Gene Ricker said he understood a
Hippie had been treated at the hospital and
wanted to know what the policy was to be;
whowas an indigent; was a hippie an indigent
and what was the county's responsibility as to
welfare and the hospital?
"'Crime’’ To Treat Indigents
Supervisor and Chairman, Bret Bennallack said he felt it was a
"crime" thatthe public must take care of itinerant indigents who
are not even residents of the county.
The Nugget talked to Richard Kuwarth, Nevada
General Hospital administrator to learn just
what the county's basic legal and moral obligation was in treating indigents, and or, itinerants.
Hospital Has Moral Obligation
Mr, Kuwarth statéd that the county has a basic legal obligation
and. more, a moral obligation to-treat indigents and even itinerants, To his knowledge, no hippies have been admitted as inpatients yet, -In any case, there are standard procedures to follow. In general, if a hippie or any other itinerant came to the
hospital ‘as an in-patient, it would be determined what they
could pay, if they had insurance or assets that would cover the
costs, If they are under age, the parent or guardian would be
contacted, Actually, no medication can be given without the
consent of a parent, Emergencies are another matter.
Emergency Treatment Available
In emergencies, a patient can be put to bed
and first aidcan be administered, but again no
medication can be given a minor without the
consent of parent or guardian. It does not necessarily have to be established that the patient has the ability to pay. They are asked
after treatment if they can pay and if they cannot and they have noassets, are truly indigent,
there is no recourse, the treatment is marked
down to charity.
Mai-Practice Not-To Assist
That the hospitals have a basic obligation to assist if someone
becomes ill is necessary to the health of the community. Indeed, it would be mal-practice not to assist,
The major differences are in whether the patient is applying as an in-patient or as an
emergency. In real emergencies, the patient
will be treated. If they are applying as an
in-patient it will probably be established first
what their ability to pay, is. Policy is now
being formulated to apply to indigents. For
instance, a family of five with income of
$350.00 a month would not have any obligation. For families with larger incomes falling
into the category of having to pay, payments
could be handled on a monthly basis. ;
The hospital is interested in recovering operating expenses in so far as it can and it is
=1lso dedicated to healing the sick, be they iniigent, itinerant or hip. To do otherwise would
ve a cruel injustice.

Bike Race Bul...
Senator Stephen P, Teale, today denied that he will compete
in a bicycle race with Sixty
District Assemblyman Eugene
Chappie during the Seventh Annual 45 mile Tour of Nevada
City bicycle race on Fathers
Day.
Teale said that while no formal challenge has yet been received from the office of the
Assemblyman, he had read press
reports that Chappie planned to
race and he wanted to stop the
rumors immediately,
"I've taken a look at those
flimsy racing bikes, " Teale said,
“and I[don‘t think there's one
built strong enough to hole me,
"[ would certainly not like to
be accused of being a bad sport
on that occasion, " Teale added,
"so I will be happy to challenge
the Assembly man to a cigar
smoking contest,"
Both Teale and Chappie plan
to be on hand for the race and
the Senator will present the first
place trophy to the winner of the
difficult 45 mile senior event,
The race is run over a onemile downtown course through
the hilly historic gold mining
town of Nevada City, Since its
inception, the event has become
a prestige race among cyclists
and draws top competitors from
throughout the United States,
