VERNA DUNSHEE, one of the most ardent conservation workers in the state, was honored for her work recently when she was cited by the California Senate for her efforts to preserve the state's historical sites, Mrs. Dunshee, a resident of Ross in Marin County, also has the unique honor of being the only woman in the state to wear the badge of the State Department of Beaches and Parks Rangers Association, The Association gave her the badge at arecent convention and Mrs, Dunshee stopped in at the Nugget last week to show it off, Historical Ordinance Is Discussed Again Nevada City's much talked about, but still non-existant historical zoning ordinance came in for some brief, but heated discussion at the city council meeting Monday night. Some steps to bring the ordinance into being were also taken, The action came when Mayor Arch McPherson appointed himself and Councilwoman Carole Friedrich as a committee to work with city attorney William Wetherall to study historical and architectural ordinances from other cities as guidelines for an ordinance here, The mayor also said he would ask the city planning commission and the County Historical Society to name members towork on the committee, A so-called historical ordinance hasbeen talked about in the city for more than a year, The idea of a historical zoning or architectural control ordinance was first proposed as a way to save the historical structures in the city and keep other building in harmony with the gold town atmosphere, Former Councilman Dan O'Neill presented a rough draft of such an ordinance several months ago and even before the matter got The State Health Department this week put the Nevada Irrigation District on notice that immediate steps would have to be taken to supply safe domestic drinking water, Henry J. Ongerth, assistant chief of the state bureau of Sanitary engineers, met with the district staff and members of the board of directors Tuesday and made it clear that unless the district acted promptly the state would, One possible move on the part of the state would be to take the district to court for violation of the state health code relating to the purveying of unsafe domestic drinking water, Health Department Will Spell Out Requirements At Local Meeting On Monday A large group of local government officials and civic leaders have been invited by the State Department of Health to attend a discussion meeting Monday afternoon on the subject of water treatment, Specifically, the State Health Department will outline their requirements for domestic water purveyed by the Nevada Irrigation District in Nevada County, The quality of domestic water being served by the NID in both Nevada and Placer Counties has been under fire from both county and state officials for several months, As a result of this, the matter was brought before the Nevada County Grand Jury and the NID was told to come up with a plan for water treatment, At the same time local health officials have been applying pressure in Sacramento to restrict water sports at the NID's new and enlarged reservoirs until plants to provide fully treated water to the to the stage of serious discussion, a great deal of opposition to the
plan was voiced, The draft was withdrawn for revision and little more has been heard of it for the past several months, With the demolition caused by the freeway and the change in the land use caused by construction at the south end of Broad Street, there has been some feeling of urgeney recently that a historical zoning ordinance would be the only way to save what was left of the town, The most recent example of this situation was the recent announcement of plans for democities are set up. In answer to the directives and requests, the NID some time ago initiated feasibility studies of erecting master treatment plants to serve water to the Grass ValleyNevada City areas and to the rapidly growing area north of Auburn in Placer County. State Senator Paul J. Lunardi called a meeting of district officials and health officials from the state and both counties last month in Sacramento to discuss the situation and the NID was asked to combine their studies with one made by Placer County officials in an effort to see if a workable and financially feasible plan could not be worked ouf for — the north Auburn area, A water treatment plant for the surburban area in Nevada County now seems to hinge on methods of financing. The state, represented by Henry Ongerth, assistant chief of the Bureau of Sanitary Engineers in (Continued on Page 2) lition of the hot mill building and erection of a gas station on the site, Monday night, Councilman Bob Paine commented that he did not think that investigation of a historic or architectural ordinance should be long delayed, Councilman Ben Barry said he thought that on a matter of this importance the voters should have something to say. “The people should be in on it, “ Barry said, “we represent them, " Paine said the council was faced with an emergency situation and had an obligation to act, (Continued on Page 2) “stl Deadline Is Set For Action On Treatment Of Domestic Water Nevada County Harold A, Berliner, whowas called into the matter several months ago when the NID water situation was brought before the Grand Jury, was contacted by the state after the’ session with the district this week, Asked for a statement on the legal aspects of the matter, Berliner told the Nugget yesterday that the Health Department had discussed the possibility of his office taking the matter to court, “We will go to court at any time the state makes a formal request," Berliner said, "because we feel the NID has been dragging its feet too long on what one official called the number-one health problem in the state, " Specificially, the state this week asked the NID to start immediate emergency chlorination of the domestic water being served, i. es & * é \ PY « Harold Berliner The board of. directors is scheduled to meet Nov, 26 and the state expects the district to come up with plans for chlorination asa minimum treatment at that time, The district was also: directed to set up a firmtime table for plans to construct plants to supply complete treatment of domestic water, Ongerth set Dec, 1 as the deadline for an answer on the matter of plans for emergency chlorination, He told the board that failure on the part of the district to answer at that time would be taken as an answer, UGGET 1189 7 ?
