However, a new law requires the passenger's feet to be on the footrests-when the motorcycle is in motion. Riding Sidesaddle is thus precluded. Another change limits the height of motorcycle handlebars to 15 inches above the. part of the seat occupied by the rider and depressed by his weight. The old law allowed measurement of the 15 inches from the highest part of the unoccupied seat, Although motorcycles are not required to have windshields, only the safety variety of glazing material may be used after January 1, 1969, in motorcycle windshields using glazing material. : REMOVAL OF VEHICLE Members of the California Highway Patrol and local law enforcement officers are authorized to impound any vehicle which is illegally parked and has ho license plates or other evidence of registration displayed, under another new law effective November 13. This law was developed inresponse to a problem.of growing dimensions around some universities and colleges, where drivers, parking illegally, deliberately removed all identification from their locked autos in order to avoid receiving a citation. Parking a-.vehicle upon or within 7-1/2 feet of any railroad track,.whether on a railroad right-ofor a highway, is illegal under another new law. Vehicles violating this section may be removed by law enforcement agencies, Seat belts for the driver and each passenger in driver train‘ing vehicles are now required and must be used bv all occupants of the car when it is used for driver training purposes. AMBULANCES The regulating authority of the Highway Patrol over ambulances is strengthened in new legislation which provides for licensing of companies operating ambulances, rather than issuance of a permit for each vehicle used as an ambulance as formerly required. The new laws are designed to assure the public of more professional service. The Highway Patrol has authority to suspend or revoke any license and to refuse to issue a license for anumber of causes, In 1915, only one percent of the total civilian population aged 18 years or more were veterans, Today, according to the Veterans Administration, one out of five in this age group are veterans, including moral turpitude, acts of deceit, fraud or dishonesty where another was injured, misrepresentation of a material fact in application and failure to keep proper records, OTHER LICENSES The new legislation also gives the patrol authority to issue licenses for operation of armored cars, transportation of explosives, official lamp and brake stations and installers,. and official motor vehicle pollution control stations and installers. Previously, some of these activities operated under permits or certificates. The licensing laws become’ effective January 1, 1969, and the Patrol has announced that certificates, permits and licenses which are valid December 31, 1968, will remain valid until revoked or a new license is issued. New highway -.County to oppose closing agriculture inspection stations * The ordered closure of all of California's border inspection stations could cause serious problems, Nevada County Agricultural Commissioner John Phillips warned Wednesday. Phillips urged that the board of supervisors oppose the closures announced recently by the State Agricultural Department. The agricultural inspection station at Truckee would be phased out by mid-1972, It is the only one in Nevada county. The supervisors responded by ordering that a resolution be prepared in opposition. It will be sent to California legislators who represent Nevada county and to the state agricultural commissioner. Phillips ridiculed the proposed alternate to the stations-waiting until a disease is discovered in California plants, then trying to eradicate it. A statewide inspection system is envisioned to find the diseases early. He contended this system will not be less expensive and indicated it could create serious disease problems, which is what the inspection stations are there to prevent. Phillips called the inspection stations "a more positive answer" than a statewide system of trying to catch diseased plants after they enter the state. He contended "many shipments would arrive in California undetected." “TEONARD F. Elliott said VA gives disability ratings to some 7,000 veterans each month and each man is encouraged to apply for special low-cost RH insurance. However, only about 16 per cent submit applications despite premiums so low that a 25 year-old veteran, for example, and start a $10,000 insurance program for only $2.60 a month, RH National Service Life Insurance is available only to veterans separated from service after April 24, 1951, who have been rated by the VA as having a service-connected disability. After the rating is established VA insurance offices. in Philadelphia or St. Paul inform each veteran that he is entitled to apply for low cost RH insurance, _ Applications must be submitted within one year from the date the disability is established. Elliott emphasized that veterans who receive disabiltiy ratings may apply for RH insur-., ance whether or not they converted their Servicemen's Group Life Insurance (SGLD) to a private policy after they got out of military service.
