Third road division
considered by board
A permanent road division
may be formed to improve a
street on Banner Mountain,
R is the third proposal to
use this relatively unusual type
of road financing in Nevada
county.
The latest request comes from
owners of homes along Valley
View Road in Pino Alto subdivision,
The board of supervisrs had
set a public hearing on the road
division for Dec, 16 on the
strength of a petition submitted

Two road divisions already
formed here were for Lazy Valley Acres and Panorama Tract.
This type of financing first was
suggested by Jack Meade when
he was public works director
as an attempt to get improvements on private roads.
Road divisions are allowed by
state law but reportedly are not
When this cost is known, the
people will vote whether to go
ahead. If the division is improved, the land owners involved will
be taxed for the improvement
over six years.
In the meantime, the county
probably will loan money to the
road division so the work can
be done. The county's loan will
be paid from the six years of .
NID may let insurance
policy out to bid
Insurance policy for the Nevada Irrigation District may be let
out to bid “if some midnight
oil is burned", the directors decided at their regular meeting

Clendenen said "time is not a
valid excuse. if necessary, we
can burn some midnight oil to

prepare the specs for an insurance policy.
In other NID business:
--Elizabeth George, executive
director of Sierra Economic Development District presented a
$392,000 check to ‘NID, part of
an EDA grant for development
of a domestic water system,"
It's part of the Davis-Grunsky
loan," Clendenen said, adding
"it's been well spent."
~-Decided to use cash insteadof swapping land at the Sawmill
Lake development. The proposal
called for NID to swap somelarger parcels in the high
country for smaller parcels in
the Sawmill Lake district.
The value was reported to be
the same and NID needs the
land for rights-of-way and to
build a treatment facility.
The directors were against
@ swap and made no decision.
The cost of the 15 acres of land
NID wants to purchase is
$22,000.
Bill Blackburn, representing
the subdividers, told the directors "we have been selling lots
there for $2,570 an acre. With
the line cutting through the
middle of five lots, I don't want
anything to do with them."
McAdams asked "didn't the
value of that land go up because
of the water system we installed?"
Blackburn replied “but it’s not
treated water so what good is it?
I remember that when you were
looking for a treatment plant
site, I offered the land to you
free..The plant is being constructed on Banner Mountain."
McAdams asked why the offer
Blackburn replied "I guess
because of the cost of pipelines."
