THIS NEWS RELEASE is:being made to the people of
this County with the hope it will clarify the Building
Program issue.and to appraise the People of the true facts
of the proposed Lease-Purchase Program your Board of
Supervisors have been studying.
FIRST: It must be agreed to that our Jail facilities
are such that a new County Building and Sheriff's Substation is necessary. A review of the last five (5) Grand
Jury Reports, as well as the Report from the Department
of Corrections, will prove beyond a reasonable doubt
the necessity for the Building Program. We know of no
Opposition by any group to this statement.
SECOND: TheBoard of Supervisors have carefully reviewed the two methods of financing that they can legally use to build the proposed buildings. These two
methods are a General Obligation Bond Issue (which
places a lien on all the Real Property of the County),
and the newer method of Lease-Purchase. Knowing that
the public is well aware of a General Obligation Bond
Issue, we will discuss the alternate Lease-Purchase
method and attempt to show you why we feel it will
be the most expeditious method under the circumstances,
Recently, Petitions were circulated by the Nevada
County Farm Bureau and the Nevada County Taxpayers
Association, protesting the Lease-Purchase Program.
These Petitions had Six Points of Protest which we will
‘specifically answer to the best of our ability.
AN ADMITTED HIGHER INTEREST RATE,
Inrebuttal tothis statement, may we draw some
comparisons for you. Recently School Bonds were sold
in this County at the following Interest Rates:

In Roseville, California, in October, 1962, a $500,
000,00 General Obligation Revenue Bond Issue was sold
for an interest rate of 5.65 percent (MFOA). The County
has a guarantee from the financing company that that
company will purchase the Bonds for the construction of
the proposed Buildings at a maximum interest rate of
4.95 percent ~ or, we also may take our chances on the
open market for either a higher or lower interest rate depending upon the market at the time we sell.
One more point worthy of consideration is this: If we
have General Obligation Bonds, we must sell them at the
time the Bids are received regardless of the market.. .
whereas, the Revenue Bonds under the Lease-Purchase
Program, can be held for sale at any advantageous time
to the County.

It is interesting to note that members of the Board of
Directors of both the Farm Bureau and the Nevada County
Taxpayers Association, sponsoring these Petitions, have
attended Meetings of the Nevada County Building Committee which, incidentally, is a private corporation to

have been made by the Citizens Committee at Rotary
Clubs, Chamber of Commerces and other.functions, ex
plaining these proposals.
