Tickets are on sale from Mrs. Florence Kelly, Earl tickets. THIS NEWS RELEASE is:being made to the people of this County with the hope it will clarify the Building Program issue.and to appraise the People of the true facts of the proposed Lease-Purchase Program your Board of Supervisors have been studying. FIRST: It must be agreed to that our Jail facilities are such that a new County Building and Sheriff's Substation is necessary. A review of the last five (5) Grand Jury Reports, as well as the Report from the Department of Corrections, will prove beyond a reasonable doubt the necessity for the Building Program. We know of no Opposition by any group to this statement. SECOND: TheBoard of Supervisors have carefully reviewed the two methods of financing that they can legally use to build the proposed buildings. These two methods are a General Obligation Bond Issue (which places a lien on all the Real Property of the County), and the newer method of Lease-Purchase. Knowing that the public is well aware of a General Obligation Bond Issue, we will discuss the alternate Lease-Purchase method and attempt to show you why we feel it will be the most expeditious method under the circumstances, Recently, Petitions were circulated by the Nevada County Farm Bureau and the Nevada County Taxpayers Association, protesting the Lease-Purchase Program. These Petitions had Six Points of Protest which we will ‘specifically answer to the best of our ability. AN ADMITTED HIGHER INTEREST RATE, Inrebuttal tothis statement, may we draw some comparisons for you. Recently School Bonds were sold in this County at the following Interest Rates: PLEASANT RIDGE UNION SCHOOL DISTRICT Bonds 1 to 9 ------------------------Fo interest Bonds 10 to 12 -----------------------fo interest (Issue. of April 15, 1962) NEVADA UNION HIGH SCHOOL BONDS Fo interest Bonds 931 to 1020 ---------------41/2 interest Bonds 1020 to 1300----------------4 1/4 interest 21/2 interest In Roseville, California, in October, 1962, a $500, 000,00 General Obligation Revenue Bond Issue was sold for an interest rate of 5.65 percent (MFOA). The County has a guarantee from the financing company that that company will purchase the Bonds for the construction of the proposed Buildings at a maximum interest rate of 4.95 percent ~ or, we also may take our chances on the open market for either a higher or lower interest rate depending upon the market at the time we sell. One more point worthy of consideration is this: If we have General Obligation Bonds, we must sell them at the time the Bids are received regardless of the market.. . whereas, the Revenue Bonds under the Lease-Purchase Program, can be held for sale at any advantageous time to the County. ' B, INTERESTONFULL AMOUNT BORROWED FROM BEGINNING OF FINANCE CONTRACT WHEREAS GENERA LOBLIGAT ION BONDS DRAW INT EREST ONLY FROM DATE SOLD, This is a true statement, However, it is incomplete. Wewill pay interest from the date of the Contract under Lease-Purchase however, construction will also start
at the date of the Contract. The Construction Bids and the Contractors Costs will all be well known to us before we commit the County. Under General Obligation Bonds, there is a "time lag” during which we must sell the Bonds, Construction, of course, Cannot be started until the Bonds are sold. Fur thermore, under the General Obligation Bonds issue, we will not know the exact cost of the Building until after the Bonds have been sold and we then call for Bids, Under Lease-Purchase Program, the Bids are in before . PAUL CRATON of Long Beach, California will be in Nevada City on Decembe : In Chicago the Bonds are sold. We know exactly what we are going tospend and what it is for. It is apparent therefore, that under a General Obligation Bond Issue, we must ask the People for more money than the Architect's Estimate.to insure that we will have sufficient money to fulfill the Contract when the construction Bids are in which isusually 60 to 90 days after the Bonds have been sold. C. UNDER GENERAL OBLIGATION BONDS, CON CHICAGO --Nine: California The answer here is simply the fact that the complete program has been designed by thé Architect to be con competitions at the Internationdl show are’ those .from purebred sheep breeders from six counties will be exhibiting this year at the 63rd International Live Stock Exposition, the nation's largest annual stock show, to be held here-Nov, 23 to Dec, 1, Among the-big entries for the purebred Suffolk sheep STRUCTION OF EACH UNIT CAN PROCEED AS IS MOST BENEFICIAL TO THE COUNTY. Bob. and Margie Paasch, of Chicago Park, Nevada Coun: -ty; Ervin E. Vassar, of Dixon, and Marian M., Coble, of structed as a “package” project rather than individual “piece meal” projects. This is done to insure the com petitive construction Bids. Liken this program to your own home. Would you prefer to let a complete Contract for the construction of your home or, would you preferto let individual Contracts with different Contractors ' Winters. for the foundation, one for the walls, one for the Roof, one’for the Interior, etc. ? D, THE PEOPLE RETAIN THEIR INHERENT RIGHT . TO EX PRESS OPINION AT THE POLLS THROUGH A BOND ELECTION, We feel, being your dully elected represénatives on this Board, that we are speaking for you, We are trying to protect your interest at all times. As Supervisors, we are individually most cognizant of your constitutional rights. Here, we are planning a program well within the au thority of the State Laws a programthatwe feel is in the best interests of the People of the County, E, LEASE-PURCHASE CONSTITUTES TAXATION WITHOUT PUBLIC APPROVAL, Again, in answer, we feel that you have had and will have the chance at the Polls to support us individually and our programs, Of course, you also have the right to reject us, individually, and our programs with your vote. Your vote has not been taken away. If any of us, asa Supervisor, are doing things that you do not approve of, the ultimate rejection or approval of our Office and of our Programs rests with you. F, GENERAL OBLIGATION BOND FINANCING NECESSITATES AN INFORMED PUBLIC IN CONTRAST TO INSURED SAVINGS ARE BETTER TH THE SECRET FINANCIAL MANIPULATIONS OF A SMALL GROUP AS PERMITTED BY LEASE-PURCHASE METHOD, It is interesting to note that members of the Board of Directors of both the Farm Bureau and the Nevada County Taxpayers Association, sponsoring these Petitions, have attended Meetings of the Nevada County Building Committee which, incidentally, is a private corporation to to finance this building. It is also interesting to note that public appearances have been made by the Citizens Committee at Rotary Clubs, Chamber of Commerces and other.functions, ex plaining these proposals. It is also interesting to note that the Board HAS NOT committed the County of Nevada to any cours of action e other than the purchase of the property and the drawing of the plans, WE WILL ASSURE YOU that we are acting in the interest of the taxpayers at all times, and will not commit the County to any program until we are thoroughly satisfiedthat it is the best program possible for this County and for the people residing therein.
