Institution of an appeals procedure and an increase in timber harvests on National Forest lands were announced by Secretary Freeman at a meeting with lumbermen arranged by Congressman Harold T. Johnson in Washington, D.C. Representative Johnson, whose 19 county district is one of the nation's largest National Forest timber areas, said the meeting which was national in scope was most successful and clarified matters on four basic issues on which lumber interests and the Forest Service have been negotiating. “The lumber representatives from California present at the meeting indicated to me they were satisfied with the results of the discussion," Congressnan Johnson said. “I personally believe the meeting productive, and the Secretary's report was wellreceived, although there are many problems yet to be resolved. ” Congressman Johnson said that the Secretary announced a record 3.5 billion board foot harvest during the quarter ending Sept. 30. The Secretary noted that in res~ponse to increasedtimber demand, the volume sold from National Forests has been expanded within allowable cut limita~_ ndustry tions and these allowable cuts have been adjusted upward where warranted. . The Secretary emphasized that the Accelerated Public Works Program has enabled the Department to increase timber access by expanding timber road construction. He indicated that reforestation and timber stand improvement work being accomplished under this program is also laying the basis for further justified increases in allowable cutting rates. “The Department is in agreement with 35 of the 37 recommendations made by an independent 3-man committee appointed last year to review timber appriasal policies," Congressman Johnson said. Some of these recommendations are already being followed. A revision of appeal procedures was outlined by the Secretary. He said he wascreating a 5-man appeal board which will consider appeals by forest users from decisions made by the Regional Foresters. Until now, no such procedure has been available. The board will be made up of three employees of the Department of Agriculture not employed by the Forest Service and two persons ‘from outside Government Service, Congressman Johnson said.
