Q. I am a retired. military
officer, Why should I sign up
for Medicare?
A, Although retired military
personnel have certain medical
privileges at military and Public
Health Service hospitals, the
service is based upon availability of beds and facilities and
there is no explicit right to the
services, Also, although Public
Law 614 authorized payment for
medical care in civilian facilities for military retirees, this
coverage ceases at age 65 if
the individual is eligible for
Medicare protection.
Q. I am very severely disabled and receive monthly social security disability benefits. But, because I'm not 65
years of age I'm excluded from
Medicare. This, I feel, is a
great injustice to myself and
countless other disabled persons
under age 65.
A, On June 30, 1968, Wilbur
J. Cohen, Secretary of Health,
Education & Welfare, announced
the appointment of a 12-member
advisory council to study coverage of the disabled under Medicare, The council is to study
unmet needs of the disabled for
health insurance, costs involved
in providing coverage, and methods of financing. The law calls
for the council to submit a report of its findings and recommendations to the Secretary no
later than January 1, 1969,
Q. To my way of thinking the
greatest and most critical problem facing health care today is
the alarming increase in medical costs. What, if anything,
is Medicare and social security
doing about this problem?
A. The Social Security Administration shares in the nationwide. concern over rising
medical costs. The 1967 amendments authorize us to help work
toward controlling costs by experimenting with alternative
methods of reimbursing hospitals and other facilities to provide incentives to lower costs
while maintaining or improving
quality of care. Also, a series
of health care conferences are.
scheduled throughout the nation
to seek out promising methods
to lower health care costs.

MONTGOMERY, Ala, — U. S, Army Lieutenant Colonel Andrew Nisbet Jr. (right), brother
of Mrs, Helen Rhode, Granet Star Route, Nevada City, Calif., is presented the Legion of Merit
by U. S, Air Force Colonel H. P. Sparks, deputy commandant of the Air War College (AWC)
at Maxwell AFB, Ala, Colonel Nisbet was cited for excepitionally meritorious service as
operations officer and chief of the special operations branch, U. S, Military Assistance Command headquarters in Thailand. This is the second award of the Legion of Merit to Colonel
Nisbet. The colonel, currently a student at AWC, served during World War II and was commissioned in 1945 through the aviation cadet program, A 1940 graduate of San Leandro (Calif.)
High School, he received his B.S. degree in education from the University of Georgia in 1955
and his M.A, degree from Columbia University in New York in 1958. Colonel Nisbet's wife,
Haroldine, is the daughter of Mr, and Mrs, H, N, Hart of 22615 100th SE, Kent, Wash.
