This week fifty years ago; The huge armature for the dynamo at Yuba River Power Company’s Bullard Bar power house was within a few miles of its destination. The machine, the largest known of its kind, left: Marysville early in October. It weighed 84,000 pounds (42 tons) and was in one piece. A fleet of six Fageol trucks and a crew of 19 men were hired from a San Francisco construction company to effect its movement across country ... a distance of some 45 miles. When it departed Marysville, the streets of that city had been heavily planked to prevent damage to the pavement. Movement was at the rate of approximately a half-mile per day, or about seven feet per minute. Changing from wheels to large wooden rollers (consturcted from the hardest known wood anywhere in the world ... Shipped from South America) consumed at least three hours each time that the switch became necessary. Mrs. Viola J. Cook, the all-night operator at the Grass Valley exchange of the Pacific Telephone Company, was presented a fine gold service emblem pin in recognition of her five years continuous and efficient service to the Company. An accompanying “Certificate of Commendation” was also given to Mrs. Cook by the appreciative company. The whereabouts of General Ludendorf and Chancellor Adolph Hitler was a well-kept secret for a time after the “beer cellar © government” putsch in which Hitler was reportedly injured. Hitler was arrested, after his flight from Bavaria (Munich) in the Berlin villa of Ernest Hansstaengel, one of his financial advisors and a former resident of New York City. The fall season in Nevada City was averaging about normal, perhaps a trifle warmer than in 1922. According to the weather bureau, the mean temperature was 55 during October, as compared to 53.6 in the same period of the previous year. The mean maximum was 71.6 in the beautiful October of 1923 and only 68.7 the previous year. Mean minimum was 38.7 in ’23 and in ’22 it was 38.5. Work on the Masonic Hall at Smartville, Home of one of the oldest Lodges in the Masonic order in California, was almost finished. Extensive alterations, a new foundation, exterior painting and interior wall papering were involved in the structure’s rehabilitation for the first time in many years. Rose Bar Lodge No. 89, F&AM had occupied the building for more than 70 years. 29-year award for Yuba City man Recently awarded a 25-year pin by the California Department of Transportation, Don Foster, Yuba City, is beginning his second quarter century with the state applyirig engineering skills to environmental studies. This is a change in direction for the registered civil engineer who began his career as an instrumentman surveying corridors: for new highways. His new responsibilities as head of a 15-man environmental analysis section accurately reflect the shift in emphasis of the recently reorganized Transportation Agency. Now, with environmental impact reports an integral preliminary step in the planning of each transportation facility; whether
highway, railway or airway, environmental research studies can be a deciding influence factor on any new project. Research into the’ environment and how a transportation corridor will affect it, include air quality studies, noise studies, erosion control methods and water clarity controls. Sophisticated new equipment such as air analyzers and water sediment meters have required a great deal of study and training by the engineer who began work peering through a survey telescope. Already demonstrating the worth of environmental type projects, which the former ° Division of Highways (now DOT) has long been concerned with, is a type of erosion control on road slopes in the Tahoe basin where revegetation has been accomplished. Hand labor by ecology corps workers and a team of mules were chosen for this over mechanized equipment. This permitted stabilization of the slopes using rock or plants without damage to the delicate surface of the soil. Another method is a type of “waterproofing” near Tahoe by spraying highway slopes with a coat of liquid plastic. This permits rain and melting snows to run off into collector ditches without carrying topsoil away. Foster has been promoted five times in his state career. The job has changed, the emphasis has changed and the state agency he works for proves it can keep pace with new requirements by having men ready for new : mments when they come.
