UNICEF Gets $400 Western Nevada County residents were most generous : in their giving to the Halloween UNICEF collection, Over $400 has already been counted with additional funds still being received and totaled. S., Army Corps of Engineers this month are beginning a survey of every building in the State of California, every cave and every mine, Their goal: to find every Art Group Plans Fair NEVADA CITY ---The Nevada City Art Association will meet tomorrow at 8 in the Artists Workshop and Gallery, 312 Commercial Street. This is the annual work meeting in preparation for the Artists Christmas Fair. Ed Lewis, representative of the state office of civil defense, told Nevada County school administrators Monday afternoon at a meeting in the new high school that the federal government is planning to stock each such shelter with emergency supplies as early as possible next year, Lewis told the school officials that California is expected to receive the bulk of any initial attack, and that the shelter survey in: California is being rushed, CYA Camp Dedicated To Conservation WASHINGTON RIDGE---Lt, Governor Glenn M, Anderson told nearly 300 guests at the dedication of the Washington Ridge Youth Conservation Camp, "The purpose of the campisto rehabilitate men through good hard work," The.state official, one-of many dignitaries at the dedication ceremonies Saturday morning, told of the service that similar camps have givenin fire suppression and conservation. Richard A, McGee, agency administrator of state correction agencies compared the conservation of forest resources with the camp's goal of conservation of human resources, Other speakers who praised the work of conservation camps in the dedication included Herman G, Stark, director of the Depart director of the Department of Youth Authority; Edward F, Dolder, deputy director of conservation; Francis H, Raymond, state forestor; and State Senator Ronald Cameron, whoacted as master of ceremonies. Johnson will tour the proposed MalakoffNorth Bloomfield state park site Nov. 18, it was announced yesterday by county park committee Chairman Jim Allen. The local congressman will study the proposed site in relation to Federal lands involved in the 12,000 acre area tentatively proposed for the new park. Committee Suggested TOWN TALK --Nevada County school administrators heard a plea Monday from state representatives for the establishment of countywide school disaster plans. The administrators were told ata meeting,in the new high school that the major problem that should be anticipated in civil defense _planning is the problem of fall-out and the possibility it could beso heavy it would require shelter for a twoweek period, With a disaster plan designed to meet these needs, natural disasters of fire, flood or earthquake could be handled witha minimum of lost effort. The civil defense story was presented by Ed Lewis and Victor Martin of the state office of civil defense. Lewis is on leave from the Stockton school system for his CD work, His suggestion to Nevada County administrators was for the formation of an educational committee to prepale the school plan in coordination with an existing county plan, ~ County-Superintendent-of Schools Ed Fellerson said his office is considering the appointment of such a committee, and will likely announce local intentions in the near future. Lewis said the first step was a warning system, County CD official, Charles Weeks said the county now has a system that is workable for warning. The next most important task, Lewis said, is the establishment of a shelter system. In some areas schools are constructing shelters, or adapting current construction planstoincludea multipurpose use which can double as. shelter area. In other areas the children are expected to leave the school for other shelter, either at home or inacommunity center. Lewis labeled Beale AFB as a prime target, and said it is possible this area could get fall-out at near maximum count. ‘He said protectioninside a frame house but that it would still bea lethal dose in all probability. A basement shelter would reduce radiation to one-tenth of the outside total, but in the event of a heavy radiation fall-out would also be lethal within a few hours unless special precautions were taken inthe preparation of the basement. The first seven hours of radiationarethe most dangerous, Lewis stated. During those seven hours radiation in the atmosphere reduced to one-tenth its original potency. It reduces to one-hundredth original potency within 55 hours of fall-out. Building Authority Moves Toward County Building NEVADA CIT Y---The Nevada County Building Authority will hold its organizational meeting Friday at 1:30 p.m. in the county supervisor's chambers, following the_filing of articles.of incorporation today or tomorrow in Sacramento, The building committee met yesterday afternoon and as incorporators voted to execute the articles of incorporation, directing that they be filed with the secretary of state. Incorporators are Stanley H. Halls, Dale L, Smith, Albert L, Casey, Howard C, Bennetts and John J, McGlade. Prime objective of the authority will be the construction of a county coyrt house annex in Nevada City, estimated to cost in excess of $850,000, and a county building in Truckee, estimated to cost $138,000. A contract signed by the board of supervisors and the Robert E, Schweser Co. of Ventura established and legality of an authority to prepare for the possible leasepurchase type of financing the county building program. The supervisors will be abletoreject the lease-purchase method of building if the construction bids seem to make the project more expensive than conventional methods of financing. They Congressman At Dinner GRASS VALLEY --Congressman HaroldT. "Bizz" Johnson willbe guest of honor on Nov. 18 at a pasty dinner, Mrs, Amy Nygard, dinner chairman announced today. The dinner will be held in the Home Economics Building of the Nevada County Fairgrounds, andalthough sponsored by the Gold Quartz Democratic Cl ub,' the event will be open to all who are interested in attending, Speaks will, however, then have the expense of the building authority to settle at that time if the program is rejected, Consideration of by-laws for the authority is being held up until the group becomes an official corporation. Inthe meantime, members are reading a proposed set of by-laws. It has been estimated for the authority that some 11 to 12 months will be necessary to. complete working plans for the proposed structures. Another year will be needed to complete the Nevada City annex, although the Truckee building could be completed ina shorter period of time, The group has been acting as a county building committee under the chairmanship of Halls, with Casey acting assecretary. The Friday meeting will elect permanent officers. Directors on the new authority will serve until 1963.
