Protect your home against burglars Every 17 seconds a burglary is committed somewhere in the United States. A great many of these crimes occur because homeowners have done little in the way of prevention to discourage burglars from entering their homes, “Tn almost 25 per cent of home burglaries, the criminal enters through a door which is open to him," reports Don Costa, safety director of the Allstate Insurance Companies. "Although it is not possible to completely burglar-proof a home, a homeowner can take steps to protect his family and property by reducing a burglar's chances of entry." Allstate's safety director offers the following burglarproofing ideas: 1, Use pin tumbler locks on all outside doors, If the door has a glass panel, use a double cylinder lock that requires an inside key. Install door guards such as chain locks. Door frames should be tight and hinges hidden, Put locks on all windows to limit opening to four inches, 2. Do not leave keys “under the mat" or other obvious places. If keys are lost, change the locks, Always separate house and car keys. 3. Lock the garage when taking the car out, An unlocked garage may invite entry by important burglars. If there is a direct entry to the house from the garage, be sure the door has an adequate lock, Ladders and tools also should be locked to prevent use by burglars. 4, Leave a few lights on when leaving. Outside lights also help discourage thieves. Install an automatic timer to turn on lights, and perhaps the radio or television, at appropriate times. 5. Do not keep large amounts of money at home. And, place other valuables in a safe place. Remember, most burglars know what they're after! 6. Check references in advance of all persons who come to work at the house. 7, Consider installing a burglar alarm. There are many good ones on the market. 8, If a burglar breaks in and you are there, don't panic, A burglar can be dangerous. Try to observe and remember his appearance, and call the police just as soon as you can. Preserve the scene for clues. "A homeowner also can help increase the protective power of the police by being observant and reporting suspicious persons loitering about the neighborhood,'' Allstate's safety director concludes. But the enforcement emphasis, which started Nov, 1, is designed to educate young riders, not penalize them, the commissioner pointed out. “A citation won't involve a judicial proceeding for youngsters up to 14, Instead, it will trigger a letter to parents, advising them of the violation and seeking their assistance in alerting the youngster to the hazards of improper riding," the commissioner said. Bicycle vilators in the 15 to in simialr fashion unless “in the officers judgement adjudication should be required. Those 18 and over, who should be fully familiar with vehicle law, will be subject to the same enforcement action as motor vehicle drivers." Pudinski stressed that the program is statewide in scope and the ‘'every CHP Area will be operating on the same basis," The concentrated bicycle enforcement program complements a massive CHP bike safety educational campaign which started this fall through schools bicycle clubs and other organizations, "We have increased our educational effort; the enforcement emphasis is designed to reinforce that. We hope to make it clear that the patrol is genuinely concerned about bicycle accidents, and is taking appropriate steps to reduce them, We are confident this approach will gain parental support--in fact, we are seeking it.” Bike accidents jumped 34 per cent last year over 1970, and 1972 statistics reveal a further climb. . Approxiamately twothirds of all bicycle accidents involve youngsters 14 and under, and in most cases the rider is at fault, the commissioner said.
