What was the timber picture years
" ago? Things were booming on the east
side. Hobart Mills, Floriston, Verdi, Loyalton and Calpine were all operating full
time or about to come into full operation.
Truckee was the lumberman's mecca of
these parts. But, alas, the pine timber
ran out under an unwise cutting budget
which saw Verdi first to go and the successively Floriston, Hobart Mills and Calpine.
Floriston might still be operating were
it not for the difficulty it encountered with
polution of water of the Truckee river.
The Crown-Zellerbach company which had
this operation was committed to a permanent yield policy for its timber stands.
Of that original group, ‘only Loyalton
remains. Hobart Mills is building again on
a new body of virgin fir timber which
heretofore has been considered unmerchantable, All far-seeing people will hope
that this timber is cut wisely so that there
shall be no need for Hobart Mills to perish
again.
What of the west side area?
The easily operated portion of the
forest had long since been logged for the
early California mines, the Comstock lode
and the development of the state of Utah.
The remaining timber was too inaccessable
and save for a few small local mills
about the centers of population, there was
not much activity.
One case was a small sawmill out of
Foresthill at Black canyon, just-off the
Deadwood ridge. Logging was done by
horses, The Bart Finning mill had burneddown.
This was not true, however, on the
east side. There, to the tune of chugging
old "donkey" with "A" frames mounted on
top, cables were strung to. the woods and
logs were yanked along the ground to the
landing decks, Here they were loaded on
cars by steam hoists and hauled away by
geared locomotives to the sawmills, which

In the Foresthill area the American

The picture is pretty much the same
all over the west side at each population
center such as Nevada City, Grass Valley,
Downieville, ¢amptonville, and North San
Juan, i .
All public lands on the Tahoe national
forest are divided into timber working
circles of varying sizes from five to 30
million feet of cutting capacity per year.
Within these areas the forest does not permit cutting beyond the amount which is
growing that year on the particular unit.
This system provides for permanent logging and milling industries and thus permanent communities. The total annual cut
last year on the forest was 45-plus million
feet.
As roads are farther developed into
here-to-fore unreachable areas, the forest
will be cutting the full capacity of the
public lands.
At the close of the first World War
recreational use of the National forest
was confined mostly to the Lake Tahoe
area. Tahoe, of course has been the lode
stone which has drawn most of the recreation visitors.
Old forest officers report camping was
confined to areas along the north fork’
of the Yuba river near Downieville, at
Big Bend, Tahoe Camp, and Jackson meadows above the Bowman reservoir. Little
more than a handful of campers, outside
of deer hunters in the fall, made use of
the forest service in early days. :
Times have changed. Speed boats by the
score have replaced the old high stacked,
stately.steamers that cruised the shores of
Tahoe years ago. Resorts by the hundreds
crowd the water front. Towns and villages
have sprung up to supply tourist and year
around resident needs.
Winter sports activities have developed
from a small group back in the twenties
to an exceptionally large group and 200,000
winter sport enthusiasts jammed the availhad its ups and downs.
Years ago the Last Chance mine on the
old Foresthill divide was going strong.
It was reached only by poor wagon road
‘or trail by way of Michigan Bluff and
Deadwood. It was a touch of the old west.
One can still see the old buildings and
where the old bar was; though it is much
easier to get to now than when old Dave
Ray was there.

BOARD OF SUPERVISORS
MINUTES SEPTEMBER 23, 1969
Meeting called to order at
10:00 A.M., and all present joined in a salute to the flag.
Minutes of the previous meeting approved as presented.
A lengthy discussion ensued
between Board Members, and
Mr, Frank Francis, Attorney at
Law, representing his client Mr.
William Steen, concerning opening of the Beal Perimeter Road,
Mr. Francis stated that
it is important that a determination regarding the opening of
this road be made one way or the
other, as it concerns his Application for reduction in Assessment to be heard before the Nevada County Board of Equalization. If it is declared a Public
Road the assessment would be
more in line than if it is not declared a Public Road.
Mr. Hider presented Resolution 69-287 (A Resolution authorizing exectuion of CarryOver Agreement for the Pleasant Valley Road,) which was
adopted,
Discussion ensued between the
Board, Mr. Tom Walsh and Mr,
John Underwood, regarding the
Washington Dump. Mr. Walsh
proposed a Dump Site, which
Mr. Underwood stated would be
just moving the problem from
one area to another, and indicated that he would not recommend a Use Permit for this
area, Matter referred to Supervisor Buchanan and the AuditorController for review and
recommendation,
The following Applications for
Reduction in Assessment were
heard, and the following action
was taken:
sued pertinent to the Perimeter
Road, and the following motions
were passed: That the Board
establish Spenceville Road as the
eventual road that the County
will develop for access into Nevada County from Capehart and
Camp Far West Area, and further, that the Board extend policy to include Perimeter and will
open Perimeter to what is necessary to open it as a Public
Road, outside the County Road
Maintained Mileage System.
The Board voted unanimously
to open the Perimeter Road, acquire right of ways, at the best
and cheapest possible way
as soon as practical,
The County Counsel and the
Director of the Department of
Public Works to put the program in a package from a financial standpoint of acquisition of
property for opening of the
Perimeter Road, and report back °
to the board in one week.
There being no further business, meeting adjourned at 5:50
