hold conference
County Assessor Elton (Bub)
Tobiassen reported today a
threat to local government, an
overhaul of open space land laws
and a challenge to assessors
themselves were discussed by
speakers at the annual joint conference of county assessors and
the State Board of Equalization
which just concluded at Palm
Springs.
State Sen. George Deukemejian (R-Long Beach) the keynoter, asked "do we need six
thousand units of local government to run this state."
Deukmejian, Senate majority
leader and a member of the Revenue and Taxation Committee,
received support later from
State Senator George Moscone,
Senate minority leader, who said
that the present taxation system
is the result of an agrarian area
and sorely needs overhaul.
Moscone suggested that one .
way to solve the "cross
purposes of local programs"
would be to have state and federal governments fund welfare, .
poverty and education programs,
Deukmejian said there were
58 counties and 402 cities and
1,484 school districts and nearly 4,000 special districts in California -all levying taxes. Mos-_
cone said that some of the "vastly proliferated. bureaucracies"
could be eliminated if the state
and federal governments assumed responsibilities for some
of the programs,
Assemblywoman March Fong
(D-Oakland) challenged the assessors to become more active
in property tax legislation. "You
(assessors) should be playing
a strong and aggressive roll in
the generation of tax reform
programs,"
The assessors elected Phil
Watson of Los Angeles as president, “Donald B, Drew, Kings
county, first vice president;
Charles G. Clark, Claveras
county, second vice president,
and re-elected Marian Baker,
Yolo county, secretary, and R.
J. McMullen, Sonoma county,
treasurer.
