BS Rene herds Sere eee Lunardi Cites Water Bill Sponsorship Assemblyman Paul J. Lunardi said today that extensive and significant improvements in the state assistance program for local water projects were accomplished by two bills he co-sponsored at the recent legislative session. The bills, he said, make the first far-reaching changes in the Davis-Grunsky Act for assistance to local water development since it was passed in 1957. Companion bills were introduced by Assemblywoman Pauline Davis and Senator Stephen Teale, after consul~tation among Mrs. Davis, the Senator and Lunardi, and Lunardi guided the Senate Bill to final passage in the. Assembly. He described the bills as part of a legislative package he obtained to benefit water development in the 6th Assmebly District, and the remainder of the state as well. Also in the package, he said, were bills authorizing a total of $12,500,000 in grants for recrevational development for four local water projects. In addition, he successfully sponsored bills to broaden other features of the Davis-Grunsky Act, and to solve difficulties facing two water agencies seeking to proceed with ‘ immediate construction of major projects in the area. Other provisions of the bills include: (1) Increasing the amount of a grant that can be made for recreation or fish or wildlife enhancement, without legislative approval, from $300, 000 to $400, 000. (2) Expanding the definition of economic justification-to take into account future growth poten™ tial. (3) Revising and clarifying pro~ visions for direct participation by the state in local projects. One separate bill concerning the Davis-Grunsky Act, said Lunardi, doubledthe amount of a state loan a local water agency may receive for preparation of an engineering feasibility report from $25,000 to $50,000. Another billsets the interest rate on Davis-Grunsky loans at the aver~‘age interest cost on state bonds over the, past five-year period, rather than on the last state bond sale alone. He said the previous law worked unfairly in a number of instances. Two other bills concerning similar situations involving the Placer County Water Agency and the Nevada Irrigation Distriot. Both agencies solicited bids for construction of their sizeable projects, and then found for financial Fe eet FF andtechnical reasons the low bids could not be accepted. After study and consultation, Lunardi said, the bills were worked out and passed so that downward negotiation of the bids could be undertaken.
