Conversation ..Dr. W. H.
Lotz recently stopped by for
a few words, and the conversation led him to forward
a few clippings ..Toquote
a@ paragraph from one of
them: "A master plan adopted
14 years ago to guide (the)
orderly development (of
Oakland's civic center) is
outdated, ineffectual and nc
answer tothe problems of the
area, city officials say."..
Dr. Lotz comments: How far
should planning go? How
much ultimately becomes
waste? How much is constructive?
Not being sure whether Dr .
Lotz expected an answer,
we'll offer one anyway.
Planning should go as far
ahead as it can foresee the
future with any reasonable
assurance ofaccuracy, ‘It
depends upon how accurate
the planners judge the future

Itcould be St. Louis, Milwaukee or any other big city.
in America on a summez's night. Downtown the crowds
are out, promenading, and the beer gardens are filled
with people, singing and laughter.
But it isn't America, it’s Berlin. And for West Berliners the city's best entertainment on a summer's night
is to watch America's show of force at the stone walls
the Communists have thrown up tc imprison their people
in East Berlin,
At the sector border, the West Berliners gather and
watch, the way people would anywhere when soldiers
in battle gear and military vehicles are suddenly cast
incongruously into a neighborhood.

Berliners :
Stephen Hall of Los Angeles, pokes his head out of the
turret and yells, "Sorry, Mac." The crowd laughs and
applauds, The car backs up, then pulls out of the way,
and the tank roars off down Kochstrasse.
Another tank, driven by Sp5 Sherrill Allen of Liberty,
Ky., follows close behind, Then comes another jeep
equipped with a 106-mm recoilless rifle, and then a
third and fourth jeep trailing behind.
The crowd seems to break up. A dozen boys race for
their bicycles and motorcycles and soon there is a parade
chasing down Kochstrasse after the convoy.
At Margratenstrasse, the tanks turn left and pull up to
the stone wall which marks the sector border. The tank
Allen is driving has a searchlight attached to its rifle.
1st Lt John Eliot of Mansfield, Ohio, also of CoF, 40th
Armor, orders it turned on. The tank commander, Sgt
Jimmy Goforth of Cincinnati, barks an order.
Inside, the gunner, Pfc Jesse Stout flicks a switch. In
a second the area is floodedwith a 1 1/2 millioncandlepower glare.
The first jeep arrives and whips between the two tanks
stopping 10 feet from the wall. The driver, Pfc Ronald
Stephens of Long Beach, Calif. and of Hq Co, 2nd Battle
Group, 6th Inf, turns to a pile of phonograph records,
picks one, and puts it on a turntable,
From two loudspeakers on the front of the jeep comes
the hillbilly voice of Johnny Burnette singing "Big, Big
World." The West Berliners cheer. Then comes Johnny
Wallace singing "Life's a Holiday” and Brenda Lee with
“You Gan Depend on Me, "
The People’s Police cringe, then turn their backs and
talk among themselves. Then they face the jeering,
light, stand motionless,
Lights Out
After the “serenade” has gone on for perhaps 10
minutes, the task force commander, lst Lt Robert A,
Kvederas of Brooklyn, and of Co B, 2nd Battle Gp, 6th
Inf, orders the music stopped and the light turned off,
One by one, the tanks turn around and head for the
next stone wall barrier, escorted by two dozen bicycling
youths, young couples riding motorcycles and motor
scooters tandem, and the jeeps.
This “light and sound" spectacle has been going on
nightly in West Berlin. It is a heckling technique the
west has learned fromthe Communists. It is as effective
as anything could be against anyone who does not particularly enjoy basking in floodlights to the tune of
unasked-for music played at 100 times normal volume
over an extremely low-fidelity sound system.
Inasense, itis alsoreassuring. It reassures the
Communists that the United States isn't kidding. It
reassures the West Berliners of the same thing.
And it gives the American troops in Berlin a chance
to hit the Communists with the same thing the West
Berliners have been hit with in the past.
There is one rather terrifying difference between the
free side and the other side of the stone wall. Except
for the People's Police on the Soviet side of the border,
there are no people.
