The Board, meeting September 26 in Mendocino, recommended that an area from Big River north to the northern boundary of Russian Gulch State Park be assigned to the Department as an underwater park and that the area off the Point Cabrillo Light Station of the U.S. Coast Guard be designated as an underwater reserve. Both areas would extend from the intertidal area to a depth of 180 feet. Under the Parks Department's definition of underwater reserve, divers are allowed to freely observe the area but not to disturb any of the natural features, including animal or vegetable life. In an underwater park, taking of game fish is allowed. In either case, the fishing regulations are set and enforced by the State Department of Fish and Game, The Board also decided to study what knowledge and skills would be desirable to qualify a person to dive in a state underwater park or reserve. To make such a study, Board Chairman Dr. John DeMartini appointed a committee of two: Vice Chair. man James R. Accenting the winter scene at Sugar Pine Point are a number of hardy birds to share the grounds with the camper.
