The commission, composed of authorities in alcohol research and established under a $1.1 million grant from the U.S. Department of Health, Education and Welfare, has published the findings of its six-year study in a volume, "Alcohol Problems: a Report to the Nation." He pointed out that the VA has several types of institutions for such veterans. He listed the nursing homes, domiciliaries, and restoration centers as examples, Nursing homes, Jones explained, are available only to veterans who have attained maximum benefits at a VA Hospital and require lengthy care in a nursing home. Some of these veterans may be unable to care for themselves, Domiciliaries and restoration centers, on the other hand, are available to veterans who may not be able to provide adequate living conditions for themselves, but can make decisions and care for their needs, VA's 16 domiciliaries, Jones explained, provide the means of caring for veterans who are disabled by age or disease. Barriers to lowering the alcoholic -content of whiskey, gin, bourbon and the like should be removed. The commission also declared that "the climate is now favorable for the development of a reasonable American alcohol policy, and. it is now possible to consider. ways of encouraging appropriate drinking behavior and discouraging other kinds — while still leaving people who wish to abstain entirely free to do so," The report was prepared by Thomas F, A, Plaut, formerly with Stanford's Institue for the
