Attitude changes needed to solve drinking
A major shift in social attitudes and policies is required
to reduce rates of alcoholism
and other types of problem
drinking, according to a report
issped by the Cooperative Commission on the Study of Alcoholism.
The commission, composed of
authorities in alcohol research
and established under a $1.1
million grant from the U.S. Department of Health, Education
and Welfare, has published the
findings of its six-year study in
a volume, "Alcohol Problems:
a Report to the Nation."
According to the commission,
its report is designed to clear
the air of misconceptions and
strip away inhibitions in discussing the subject of alcohol,
and to provide some guidelinesfor dealing with and preventing
alcohol problems in a modern
society.
To match the prevalence and
complexity of alcohol problems,
the commission recommended
that;
1, Public drunkenness should
be regarded as a medical and
social problem, rather than a

legal and criminal matter.
2. Both advertising and state
licensing should discourage
drinking for its own sake, providing instead for its integration with meals and other social activities,
3. Liquor advertisers should
include references to a host's
responsibilities to refrain from
keeping the glass full for a guest
who has to drive home.
4, The legal age for the purchase and consumption of alcohol should be lowered to 18
because the age limit of 21 is
largely unenforceable and cre°
ates "a hypocritical situation
reminiscent of the Prohibition
VA explains care
for US veterans
Needy veterans -as well as
veterans with service-connected
disabilities -whorequire medical care short of hospitalization may bet help from the Veterans Administration, Dick
Jones of the Livermore VAH
said today.
He pointed out that the VA
has several types of institutions
for such veterans. He listed the
nursing homes, domiciliaries,
and restoration centers as examples,
Nursing homes, Jones explained, are available only to
veterans who have attained maximum benefits at a VA Hospital
and require lengthy care in a
nursing home. Some of these
veterans may be unable to care
for themselves,
Domiciliaries and restoration
centers, on the other hand, are
available to veterans who may
not be able to provide adequate
living conditions for themselves,
but can make decisions and care
for their needs,
VA's 16 domiciliaries, Jones
explained, provide the means
of caring for veterans who are
disabled by age or disease.

5. The undesirability and disapproval of excessive drinking
should be both implicit and explicit in liquor, beer and wine
advertising.
6. Barriers to lowering the alcoholic -content of whiskey, gin,
bourbon and the like should be
removed.
The commission also declared
that "the climate is now favorable for the development of a
reasonable American alcohol
policy, and. it is now possible
to consider. ways of encouraging appropriate drinking behavior and discouraging other
kinds — while still leaving people
who wish to abstain entirely free
to do so,"
The report was prepared by
Thomas F, A, Plaut, formerly
with Stanford's Institue for the
Study of Human Problems and
how assistant chief of the National Center for the Prevention and Control of Alcoholism
of the National Institute of Mental Health. It was published by
Oxford University Press, New
York, and is currently available
in a paper-back edition,
