OpposingSidesJoin
On Freeway Ballot
The Nevada City Council's "unofficial"
approval of a city-wide vote to measure
public sentiment concerning the downtown
or other freeway routes is a victory not
. for one side or the other, but for all the
people.
There has been a growing interest in
holding sucha vote. We are pleased that
the registered voters of the town will be
able to express themselves on this issue
once and for all. As we stated in an
editorial on April 6, "ultimately the de. cision rests right in Nevada City." The
upcoming vote will surely constitute a
. big step toward that decision, for in any
community the voice of the people is
supreme.
We are particularly heartened by the fact
that Dick Knee and Bob Paine have agreed,
jointly, to head a citizens board of control toconduct the ballot. Outsiders have
repeatedly contended that Nevada City is
irreparably “split down the middle" by
the two factions. That Paine and Knée,
leaders of opposing sides, can get together for the good of the town gives the
lie to such contentions.
Both men, we are certain, are motivated
by a desire to see the matter settled
honorably. The ballot without doubt will
be scrupulously fair, in accordance with
standard election procedures. This fact
will redound to their credit, and that of
the town.
Avoiding Taxes?
A press release "To All Southern California Press"recently shed some light on
the thinking on supporters of Prop. 15;
the measure on the Nov. 8 ballot which
wouldreapportion the State Senate to the
advantage of Los Angeles County.
Inthe release a Los Angeles businessman, Holmes Tuttle, claimed that "31
mountain counties receive from the state
three times the moriey they pay to the
general fund."
The L.A. auto dealer charged that the
small counties (that includes us in Nevada
County) "use the surplus state money they
receive to avoid local taxes."
Tuttle would find it hard toconvince
Nevada County residents their taxes were
lower than should be. He would findthat
here ina "cow county” the residents feel
the tax bite just as strongly as do Los
Angelenos.
Nevada County has just cause to strongly
object to this charge. The State of California requires that assessment of property for taxation in all of the state's
counties be onan equalized basis. The
state has the power to increase assessments where counties tall ott the state
average.
Whereas the state average assessed
valuation is 22.6% of market value, Nevada County assessments run 23.3% of
market value. And how about Los Angeles
County? ---23.3%, too.
That is not eventhe complete story, for
Los Angeles County assessments result
in a multi-million dollar government while
Nevada County must pinch pennies each
month to stretch the budget in order to
handle necessary services.
One further truth. Prop 15 is nothing
more than an attempt by some Southern
Californians to make a grab of Senate seats
belonging to the north. It is an attempt
which if successful would undermine the
basic governmental concept of one legislative branch responsive to the public on
@ population basis (the Assembly) with the
second legislative branch responsive to
slides 35 mm. in size, would
help.

In part one you saw the women’s fall fashions of the
last century. In part two, what the gentlemen wore, and
today the.children's fashions will have their turn,
I can't name all our models; the littlest one in the
chair, however, was Bert Belden, who, today would've
been iclose to ninety years old. His father ran one of
Nevada City’s pioneer drug stores located in the Pine and
Commercial street comer of the Masonic Building. A
serious little boy; wasn't he? saat

the: picture, with Mr. R.A. Desmond at the cameraArtist was'the title of such talented men in those days.
Little Lord Fontleroy on the barrel, is a wistful, good
looking kid, isn ‘the? Photographer Moore took that.one ‘
and not so long ago that our little lord could not still be
with us. If he is, will he please step forward?
The one in the chiar posed hand-on-hip and handunder-chin, can be dated; that year's fall fashion, and
adaptation of a salior's suit for little boys with a love for
the sea or could it be papa's or mama's sets him in
the period of Admiral Dewey's trouncing of the Spanish
fleet at Manila at the turn of the last century. That little
boy could still be on deck too.
The one in the cork hat and the snazzy short overcoat, four-in-hand tie and high, starched collar no
comment. Quite a boy though. Look at the mature expression on his face, or could it be his get-up that makes
it seem so? I wonder what would happen if one of today's
kids came to school in an outfit like that. I bet he could
take care of himslef though unless a guy bigger than he
lit into him.
