In June Kennedy made a speech urging that a central priority of U.S. policy should be to stop the spread of atomic weapons, Kénnedy‘s current proposal is made with the hope that “the rulers of China may be persuaded that their long-run interest, like that of the United States and all other nations, lies not in the spread of nuclear weapons but in their strict control," Senate majority leader Mike Mansfield immediately endorsed the speech, but State Department reaction was lukewarm. The State Department believes that China cannot be a useful participant in disarmament talks until it changes its hostile policy. Supervisors Delay Decision On General Plan Report A Month Nevada County Supervisors, despite warnings that detay might cost the county additional money, put off fora month any action on endorsement of the Citizens Advisory Committee report for the county general plan. The document of aims and goals forthe county drawn up by a committee of 100 citizens was presented to the board at the last meeting and action was expected Monday. Supervisor Lou Hartman said he had been ill and had been unable to fully study the report. He said his doctor ordered him to take a vacation andit was doubtful that he could be ready to make a decision before Nov, 17, Supervisor Bret Bennallack said he, needed more time to study the proposals and he doubted if he could be ready before Nov. ba Planning Director Bill Roberts asked the board to act at the Nov. 1 meeting. He said time was important because the county's planning consultants could not proceed without knowing if the supervisors endorsed Paine Resigns As Head Of Theater Group Bob Paine, recently elected president of the Nevada City Liberal Arts Commission, resigned from his post at the Commission meeting Monday night. Stan Howard, the city's financial watchdog, reported that the city was not rich, but it was now running in the black and within the budget. Racist Tract Is Discussed By School Board Grass Valley School Trustees were urged this week to read a segregationist tract entitled “How Classroom Segregation Will Work, " Superintendent-Principal Vernon Bond told the trustees Monday night that both he and Trustee Mrs, Lou Kennedy had received the publication from the Patrick Henry Press through the mail, Trustee Jack Montre said he understood that several of the high school teachers had also received copies, Bond said it was well to keep up on these matters and recommend the board members read the booklet which he termed “full of glaring errors, " Mrs, Kennedy said she did some checking and learned by that the book was backed by the White Citizens Committee which fought the Civil Rights Act.
