Kennedy Asks For
Red China Invitation
To Disarmament Talks
A proposal that Red China be
invited to attend the Geneva
disarmament conference next
year was made ina Senate speech
in WASHINGTON by Senator
Robert Kennedy last week. In
June Kennedy made a speech
urging that a central priority of
U.S. policy should be to stop the
spread of atomic weapons,
Kénnedy‘s current proposal is
made with the hope that “the
rulers of China may be persuaded
that their long-run interest, like
that of the United States and all
other nations, lies not in the
spread of nuclear weapons but in
their strict control," Senate
majority leader Mike Mansfield
immediately endorsed the
speech, but State Department
reaction was lukewarm.
The State Department believes
that China cannot be a useful
participant in disarmament talks
until it changes its hostile policy.
Kennedy said that if China
accepts such an invitation, it
would make negotiations more
meaningful, and if it refuses,
nothing will be lost and the
Chinese will “show to the world
that they are not interested, "

A two-day protest against U.S.
involvement in Vietnam was held
in many cities throughout the
U.S, overthe weekend, Most of
the demonstrations took place
peacefully, although spectators
in some cities threw red paint and
eggs on the marchers, The

march on Washington would be
held over the Thanksgiving weekend to ask for a cease-fire in

Supervisors Delay Decision On
General Plan Report A Month
Nevada County Supervisors,
despite warnings that detay might
cost the county additional money,
put off fora month any action on
endorsement of the Citizens Advisory Committee report for the
county general plan.
The document of aims and goals
forthe county drawn up by a
committee of 100 citizens was
presented to the board at the last
meeting and action was expected
Monday.
Supervisor Lou Hartman said he
had been ill and had been unable
to fully study the report. He said
his doctor ordered him to take a
vacation andit was doubtful that
he could be ready to make a decision before Nov, 17,
Supervisor Bret Bennallack said
he, needed more time to study
the proposals and he doubted if
he could be ready before Nov.

Planning Director Bill Roberts
asked the board to act at the
Nov. 1 meeting. He said time
was important because the
county's planning consultants
could not proceed without knowing if the supervisors endorsed
Paine Resigns
As Head Of
Theater Group
Bob Paine, recently elected
president of the Nevada City
Liberal Arts Commission, resigned from his post at the Commission meeting Monday night.
Paine said that a growing
number of commitments made it
impossible forhim to properly do
his job as president of the commission, The resignation was
accepted with regrets,
The executive board of the
commission will meetin the near
future toname a successor. Vice
president Fielding Tapp is acting
president until that time,
Mrs, Leland Lewis, ways and
means chairman for the commission, announced that a comprehensive program to raise funds for
the group's cultural activities had

a delay the county was putting
itself in a position of causing the
consultants a delay and this could
cost money,
Chairman Gene Ricker expressed the feeling that since the report
was simply a question of suggested
guidelines for the county, he
could not see the necessity for a
delay. Supervisor Henry Loehr
said he could be ready to act by

a careful cross examination of
the planning director in regard
to allegations of editing of the
controversial Ways and Means
Committee Report of the citizens

He called Ways and Means
Committee Chairman Don Matson whorecounted that the entire
report was changed by the planning director,
Roberts said he attempted to
clarify an opening statement in
the report on urban renewal,
corrected the committee's incorrect presentation of how a
general plan is adopted and corrected a paragraph stating the
plan was being prepared in secret,
He said the ways and means
report which appeared in the
final report was exactly as presented,
Bob Paine, general chairman
for the citizens committee polled

attorney, has been named by
fellow trustees as the 1965-66
chairman of the Sierra College
board of trustees.

A glance through the list of
ordinances is a trip through the
history and development of the
city to bond issues for water and
sewers, to first power and light
to paving the streets,
Some have been repealed, some
amended, but some are still on
the books and apparently, until
this time, have been forgotten,
the subcommittee chairman
present about editing and they all
said their reports appeared as
presented.
Action on endorsement of the
plan was finally put off until
Nov. 17.
Nevada City
Votes To Hire
Sixth Policeman
Nevada City Council, at the
urging of Police Chief Ted Lane,
voted Monday night to hire a
sixth policeman for the force,
Lane told the council that if the
city wanted just a door rattling
force they were spending too
much money, but if a full force
including investigation and apprehension was what the city was
seeking, then a sixth man would
be required, The move was
approved by a unanimous vote,
County Planning Director Bill
Roberts appeared and presented
the council with copies of the
report of the Citizens Advisory
Committee for the county
general plan, He asked the city
council to study the report and
give its endorsement, An ad-journed meeting was scheduled
for Nov. 1 to discuss the report.
Stan Howard, the city's financial watchdog, reported that the
city was not rich, but it was now
running in the black and within
the budget.
Racist Tract Is
Discussed By
School Board
Grass Valley School Trustees
were urged this week to read a
segregationist tract entitled “How
Classroom Segregation Will
Work, "
Superintendent-Principal Vernon Bond told the trustees Monday
night that both he and Trustee
Mrs, Lou Kennedy had received
the publication from the Patrick
Henry Press through the mail,
Trustee Jack Montre said he
understood that several of the
high school teachers had also
received copies,
Bond said it was well to keep
up on these matters and recommend the board members read
the booklet which he termed “full
of glaring errors, "
Mrs, Kennedy said she did some
checking and learned by that the
book was backed by the White
Citizens Committee which fought
the Civil Rights Act. She said
she found many tHings in it which
w ere incorrect and said she did
not believe she had ever read
anything as vicious as this before,
Trustee James Hawkeswood,
who has served several terms on
the board, unexpectedly submitted his resignation, He said he
enjoyed being on the board and
found it very educational, but
found personal commitments
would make it impossible next
yearto do his job on the board
properly,
