General Plan Will Give Policy Statement By Dean Thompson Withthe completion of a Nevada County general plan, residents will have a*policy statement of what the future development in the county. should be. The statement of policy is still some two and one-half years away, butit is closer than at any time since the formation of the Nevada County Planning Commission in 1940. Ngo Dinh Nhu, sisterin-law of South Vietnam's President, while ona visit to the U.S., told the National Press Club in WASHINGTON that a small group within the Kennedy Administration had committed treason by reducing aid to S, Vietnam. than the commission has experienced in recent years, Growth was slow in Nevada County, and the direction of development was relatively easy to see. The few problems that developed to plague county planners did so over a period of years. With the able assistance of commission secretary Gus Parsons, county planners kept up with the immediate requirements of a planning commission without benefit of a general plan although the state administrative code specified that all county commissions should formulate such a plan. In February of 1960, commission chairman Weston Brunker spoke for the commission before the. board of supervisors and said that growth problems in the county would require the hiring of a full-time planning consultant andthecreation of a master plan. Brunker's report on planning commission thinking came 4s the result of a recommendation by, supervisor Henry Loehrthat a master plan be drawn up. Then in 1961 Parsons resigned his post, and for one year Vern Jones was hired as a part-time executive secretary for the commission. But the pace of growth had quickened, and the problem of growth had multiplied. Jones found his.part-time job required full-time effort. He stayed while the planning commission interviewed trained applicants for the new post of director of the department of planning. Bill Roberts, current planning director, was hired to fill that post on July 1, 1961. He is a native of Texas and a graduate of the University of Texas in regional and city planning. Before coming to Nevada County, he worked for Ebasco Services, Inc,, and other private consulting firms in California. Since that date the commission has shaped up to many new problems. It has completed a subdivision ordinance. It has instituted a study into changes in the sketchy current zoning ordinance. The subdivision ordinance, passed in revised form after hectic hearings, might have come easier had there been a general plan setting forth goals for the county's future.
The zoning ordinance changes couldbe easier, too, if the general plan were now an accomplished fact. Indeed, it probably was zoning problems that brought about the planning commission request for funds to begin the joint federalstate -local general plan program. There were other reasons that gave commissioners cause to consider a general plan at this time, but the receipt of five requests for specific zoning jarred some of the commissioners into the real. ization that it was not possible to say whether each request was the type of zoning that was consistent with orderly growth of the county. Without a general plan, the five zoning requests looked like piecemeal answers that lacked direction and coordination with other segments of the county. The federal government becomes involved in the general plan under the "701 program”, legislation which allows the U.S. to pay for two-thirds of local planning programs. The state becomes involved as the agency which coordinates the federal grant, under contract to the U.S., the county and the consulting firm hired by the county to do the job. By contracting with the U.S., the State Office of Planning as~sumed the responsibility for seeing that a general plan emerges upon the expenditure of federal and local funds, In the event of failure onthe part of the contracted consultant, it is the responsibility of the state to conclude the plan. ~ Because the choosing of the consulting firm is done by the county, state and federal parFor Future ticipation carries none of the “controls” that often are associated with assistance programs, This participation is only financial on the federal government's part, and coordinating on the state's part. Nevada County has chosen the firm of Williams and Mocine, San Francisco planning consultant business, for the local general plan work. The firm was selected by the planning commission from a total of 16 applicants. Ithas conducted general planning studies for cities and counties throughout the West, as well as studies for private industry. Sydney H. Williams, one of the partners in the firm, is a native of California, a graduate of U.C., and a national officer of the American Institute of Planners. He was a naval officer in World War Il. CorwinR. Mocine, the other partner, is also a Californian and a graduate of the University of California. He is a professor of city and regional planning at Berkeley. In World War II he was a marine corps officer. In addition, Grass Valley and Nevada City have agreed to take part in the plan and the resulting general plan will include information in depth of each city and the immediate surrounding area.
