The Sierra Fconomic Development District (SEDD), 134
South Auburn Street, Grass Valley, and Public Service Careers
_ (PSC) Program Director James
L. Roeder, report $68,540.34
has been assigned among agencfes of the four member counties of SEDD (El Dorado
Nevada, Placer, and Sierra)
which have participated in the
PSC employment and up-grading
grant-in-aid program during the
past year.
The PSC program is under
the direction of the Department
of Labor (DOL), Manpower Administration Division (MAD) of
Public Careers Programs and
the Economic Development Administration (EDA), It is de’. signed to assist the unemployed
and the underemployed in obtaining permanent and/or higher
level employment in local, county, and most state agencies and
institutions. The jobs affected
by. PSC are for those local persons who are at a disadvantage
to compete for jobs.
’ To enter the program, a person must be certified by one of
the following: the State Employment Service, the Concentrated Employment Program,
. or a community action agency.
Placer Community Action Council, Inc., located in Rocklin,
California, is the designated
certifying agency for the SEDDPSC program.

Horse owners
warned about
‘VEE deadline
California horse owners were
reminded today that Nov. listhe
deadline for free vaccination of
their animals against Venezuelan equine encephalomyelitis
(VEE).
"Anyone whose horse has
missed being vaccinated should
contact his local veterinarian
immediately to take advantage
of the current free vaccination
service," said Dr. Patton L,
Smith, chief of the Animal Health
Bureau at the California Department of Agriculture. Vaccination
costs are being paid by the Federal Government,
After Nov. 1, the VEE vaccine
will be available commercially,
and horse owners will have to
pay a veterinarian for the vaccine and the inoculation service,
Dr. Smith said.
The vaccine will not be available to the general public for
vaccinating their own horses, he
added.
The nationwide campaign to
prevent the exposure of horses
and people to VEE has apparently been successful, and the outbreak has been confined to its
original U, S, location, the southernmost part of Texas, Dr. Smith
said, VEE entered Texas from
Mexico in July of this year.
"A large buffer zone of vaccinated animals has been established along the southern border of the United States, including California, Over 374,000
horses have been vaccinated
here and we feel that about 90
per cent of the California horse
population is now immune to the
disease," Dr, Smith said.
Cars and light trucks
can use snow tires .
SACRAMENTO — California
Division of Highways’ policy on
use of snow-tread tires is being
expanded statewide on a trial
basis for the 1971-72 snow season,. according to an announcement today by Sam Helwer, Deputy State Highway Engineer.
In the past snow tires have
been allowed on selected roads
with Routes 50 and 80 over the
Sierra included for the first
time last winter.
Under the expanded policy,
passenger cars and light trucks
equipped with snow tread tires
will be permitted to travel on all
state highways this winter. Each
snow tired vehicle, however,
must carry conventional tire
chains for use in case road:
conditions change due to storms,
When chain controls are in
effect three conditions must be
met at chain control points before drivers relying solely on
snow tires will be allowed to
proceed:
The snow tires must be in
good condition with tread deep
enough to provide good traction, They will be inspected at
chain control points; The snow
tires must be mounted on drive
wheels; and Tire chains must be
carried.
Motorists using snow treads
will be required to drive at reduced speeds,
In announcing the change Helwer emphasized that storm conditions suddenly could make
it necessary to require chains
on all vehicles including those
with snow tread tires.
The determining factor will
always be safety, he said. "All
persons who drive to snow area
and particularly those who frequently spend weekends in snow
country. are warned that they
might be stranded at high elevations unless they carry
chains," said Helwer.
The change allowing snowtread tires under certain conditions does not altar current
regulations applied to large
trucks, Helwer stated.
Helwer listed the following
categories and the uniform sign.ing procedures to be followed by
Division of Highways maintenance personnel in snow areas:
Under certain conditions,
snow-tread tires may be allowed
on passenger cars and ontrucks
having an unladen weight of 5,000
pounds or less. In these conditions, motorists will see the
standard CHAINS REQUIRED
sign followed by a sign statinc
SNOW TREAD TIRES PERMITTED ON AUTHORIZED VEHICLES,
In more extreme conditions,
chains will be required on all
vehicles except four wheel drive
passenger cars or trucks with
an unladen weight of 5,000 pounds
or less and equipped with snowtread tires on all four drive
wheels. In this case only the
standard CHAINS REQUIRED
sign will be used,
Under the most hazardous
conditions, chains will be required on all vehicles with no
exceptions, This situation will
be signed CHAINS REQUIRED
with an additional sign stating
NO EXCEPTIONS placed directly underneath,
Helwer described a "snowtread tire’ as a tire which has
a relatively deep and aggressive tread pattern, compared
with conventional passenger tire
tread pattern, and has a tread
area consisting of lugs, blocks
or ribs separated by voids or
tread grooves at least 5/16 inch
in width and has at least two
of the following four characteristics:
There are some lug, block or
rib edges with an angle greater
than 40 degrees and not more
than 90 degrees to the circumference measured from the vehicle direction of travel;
There are lugs or blocks at
the tread edge protruding at
least 1/2 inch in a direction
generally perpendicular to the
direction of travel;
Of the total length of voids
between adjacent lugs, blocks
or ribs, at least half exceeds
two-tenths of an inch in width,
The length of sipes (cuts) is
not to be included in total length;
or
The tread is partially discontinuous (some blocks or lugs
separated by voids) instead of
being made up entirely of continuous ribs, Separation by sipes
(cuts) is not considered as discontinuous,
