Secretary General U Thant also spoke before the General Assembly's Political Committee and urged that leaders “at the highest levels" work out agreements to prevent nuclear proliferation, It was reported in the New York Times that the U.S, is quietly dropping its plan for a multi-nation atomic fleet. This is the main barrier to a global treaty to prevent the spread of nuclear weapons since the Soviet Union is so strongly against the idea of a multi-nation nuclear force inside the Atlantic alliance. ses es In Hayneville, ALABAMA, an all-white jury found Ku Klux Klansman Collie Wilkins not guilty of the nightrider murder of Mrs. Viola Liuzzo, a civil rights worker from Detroit. The recommendation stressed that the U.N. position of Nationalist China should not be compromised, The delegates also recommended to the National Council that U.S, bombing of North Vietnam be stopped for an indefinite periodto create “more favorable circumstances for negotiations, " sess 8 In WASHINGTON Senator William Fullbright, chairman of the Senate Foreign Relations Committee, in an interview on “Meet the Press" again called for a longer suspension of bombing raids on North Vietnam to create a better atmosphere for negotiations. He said that the four-day suspension of raids which took place last March was not a long enough time to allow negotiations to get under way. Fulbright also wamed against allowing the C.1,A. and Defense Department to take the dominant in creating foreign policy. He said that although President Johnson is in full control of foreign policy, the Defense Department has a very strong influence because of “the great persuasive powers of Secretary McNamara" and the department's control of over 50 per cent of the whole Federal budget. e*ee¢8¢ 8 8 Senator Robert Kennedy in a speech in NEW YORK called for a massive increase in economic aid from the U.S, toneedy nations in order to prevent a potential famine and eventual domination of Asia by Red China. The commission made no changes in the report, but did make several suggestions, All agreed that thecitizens committee had done an enormous amount of work, The planning director was askedto send letters of commendation to each of the nine. sub-committee chairmen. Commissioner Bert Livingston felt the report should have paid greater attention to development of industry and commerce in the county, Commissioner Tom Turmer said he agreed with most of the report, but did not wholly concur with all of the recommendations, He said development of the historical value of the area was important, but it could not be kept wholly on a historic basis for the business community provides the sole existence for 95 per cent of the residents, He also disagreed with recommendations for restrictions on location and size of signs. He noted that with the coming of the freeway, existing business along Highway 20-49 will probably have to go to rooftop signs to attract business off the new road, Turner said recommendations Commission Is Being Proposed The Nevada County Planning Commission has been asked to attend a meeting to discuss formation of mountain county regional planning organization. Don Urkhardt, chairman of the El Dorado County Planning Commission, appeared before the Nevada County planners at their meeting last Friday night in Truckee, He invited them to attend a meeting scheduled for Nov. 20 in Amador City. Urkhardt said the session has been called to discuss the possibility of forming a regional planning commission covering a 10 county mountain county area. He said the move had been proposed in El Dorado county primarily because of reapportionment which would bring about a loss of control in the mountain counties. He said perhaps a regional commission or association couldhelp offset this power loss, The commission ‘expressed interest in the session and indicated that the members would seek permission from the supervisors to attend, for a historic architectural ordinance were unforcible, that the idea for underground utilities was a good one, but not feasible because of terrain and cost, Livingston said his main comment on the report was that it lacked specific solutions, Commissioner Francis Longo said the supervisors will review the report and sowill the planning consultants, He said it was not the job of the citizens committee to come up with specifics, but with broad outlines, He asked that the report be sent on tothe supervisors with a letter containing the suggestions made :* at the meeting. His motion was unanimously approved, UNICEF Drive Is Scheduled More than 1500 children from local schools, church groups, and 4-H clubs will be carrying orangeand-black UNICEF cartons Halloween night on their trick-or-treat visits this year. They will be collecting pennies, nickels, and dimes, which will be used to buy milk, food, medicine, and educational tools for children in the underdeveloped countries of the world. Two groups will be going out on Saturday morning, but most of the children plan to be spooks and goblins and witches on Sunday night. The Rough and Ready 4-H club will ride their horses and Blazers and Tote-gotes to their neighbors" houses on Saturday morning to collect for UNICEF. Youngsters from the First Methodist Church's Christian Adventure group will go out Saturday morning to cover the Ridge Road area, Containers will be placed in the local supermarkets from Thursday through Monday so that anyone who does not have a chance to give pennies to the children on Hallowe'en night can contribute to UNICEF. Collections for UNICEF will also be made at Nevada Union High School by students from Elmer Stevens" civics classes, and at John Woolman School the students willalso be contributing their pennies for the cause. The Bank of America, Mill Street Branch, is contributing the service of counting all the pennies and change which the children collect, Last year over $900 was contributed, allin small change, New names to be added to the list of over 30 local organizations and clubs which endorse or sponsor the UNICEF drive this year are the Banner 4-H, the Nevada City Lions Club, andthe Timberline Toastmasters, and the Nevada City Odd Fellows’ Lodge, He noted G96T ‘8% 10qQ0190°* "1033NN AIUNOD epeAoN®** )
