Bi-County Subdivision Raises Questions

not say when this would be completed. He said San Juan Gold
and the Bureau of Land Management own the two largest. pieces
of the approximately 5,000 acre
site. He explained that once a
large piece of land was acquired,
development funds had to be
budgeted and these could be blue
penciled by the legislature at
any time.
Cobb was asked about park
usage and he said it was projected
at the end of the first five year
phase there would be 20,000
visitor days bringing in receipts
of $6,625 and costs would be
about $18,000. He added that
in relation to business in the area
it was projected that at the end
of the 20 year period the park
payroll would hit $100,000 and
the dollar value from park visitors
would hit $1 million.
Asked when the first five year
program would start, Cobb said
it was difficult to say. He said
Beaches and Parks had an application before BLM for more than
ayear and if land acquisition
continued to progress as it has in
the past, the start of the first
five year plan could conceivably
be another five years away,

One of the Placer County conditions was that one county handle
all of the assessments. Roberts
said one county could waive this
job to the other and since the
major portion of the subdivision
isin Placer County, he suggested
that county handle that job.

Meade said the question of road
standards was also raised by the
two county aspect of the subdivision. He noted that Nevada
County would in effect be giving
a variance to its own requirements,
County Sanitarian Hal Cox said
he wanted more information on
maintenance and operation of
recreation areas in the subdivision,
McWhinney said more information was needed before the
commission could make an intelligent decision. Commissioner
Tom Turner said a revised
tentative map was needed and
Commissioner John Looser said a
feasibility report on the subdivision should be made,
Roberts suggested the subdivider
withdraw the map and submit a
new one,

Walters replied that Placer
County had approved his map and
he would just let the Nevada
County side go.
“You're not that interested in
the subdivision,” he said, "I
don"t have $4,000 for a revised
map. If.I had some assurance it
would pass, but I won't do it on
a gamble, "
Turner replied that he was interested in the subdivision, but
not one with a lot of contingencies attached toit, He said
he did not think anyone had the
right to come before the commission and say “approve it or I
won't buildit in Nevada County.
Walters said that was why the
map was first submitted so that
he could get assurance of approval,
Turner said since he has been
on a commission he had not seen
atentative map turned down

Looser suggested that Roberts
and Meade draw up the requirements for the subdivision and
Roberts said these were in the
ordinance and it was clear this
map did not meet those requirements,
Turner said he did not believe .
it was Roberts job to lay out subdivisions, He moved that if the
subdivider did not want to withdraw the map, the tentative map
be rejected, This was given
unanimous approval,
